PRESIDENT'S CORNER by Jim Cooper

Welcome to the fall SLPOA newsletter.
        The Lakes Overlay is still ongoing and your input is more important
than ever.  We've talked about this quit a bit during meetings and newsletters.
The opinions that you have need to be heard at the township level, because
the process is at a point where final passage will happen soon!  As stated at
our last meeting there was an informational open house for the lakes overlay
during the first week in September.  The official
East Bay Township public
hearing will be held on October 7th at
6:30 in the township hall.  From there it
goes to Grand Traverse County Planning and back to
East Bay Township.  Your SLPOA
Board's role is to inform you of the events. It is your decision to look over
the rules of the lakes overlay, see how they might affect you and your
parcel, and then make your feelings known to the township.  Check out the entire

East Bay Township site at  http://www.eastbaytwp.org/.  A copy of the
document is available at EBT Hall.  We have included a pre-addressed opinion letter
inside this newsletter that you can fill out, add your comments, and either
mail it to the township or drop it off at their offices on 3 Mile Rd.
        Once again, thanks to all who attended our annual meeting,
volunteered their time, golfed for fun and donations, picked up the lake, the board and
committee members, 4th of July boat participators, and others who helped make
Spider Lake a special place to live.  Please contact us at any time. Our phone
numbers and email addresses are always listed. This association is successful
only because you make it so!

ISLAND #3 -- SWIMMERS ISLAND

FYI -- Remember Island #3 is owned by the US Government and managed by the
Huron Manistee National Forest Service.  It is mandated that “No dogs are
allowed on their beaches”.  Since this island is so small, the HMN Forest Service
considers it
ALL BEACH.  Therefore, no dogs are allowed on the island.  It was
posted.  Someone went to a lot of work to remove the sign from behind the
glass.  It is posted again.  Please try to adhere to this rule.  Be a good
neighbor, keep your dog(s) on your own property.  To enforce this issue, call the
local Grand Traverse Sheriff Department.  This is due to health and safety issues
raised by users of this popular
Island.

RENEW YOUR MEMBERSHIP in SLPOA. 

        Membership dues for the 2008-2009 year were due
August 1, 2008
Current members were sent reminder notices with self-addressed envelopes in early
August.  Please renew your membership in SLPOA by returning your check in the
envelope provided.  8 new property owners were sent “welcome to the lake”
letter and encouraged to join. Five of our new property  owners sent in their
check. Great Job.  The dues calendar year is August 1st of one year to July 31st
of the next year.
        According to the by-laws of SLPOA, dues are payable during July and
August of the current year.  Please join your association to help support the
efforts to preserve this great lake.    Send the $25.00 to SLPOA, % Roz Nadeau,
426 Hobbs Hwy. South, Traverse City, MI 49686.
      As of this date,
September 12, 2008, 177 property owners have renewed
their membership in SLPOA which includes 14 new membership  This represents
approximately 48% of the residences on the lake.  Many of our new property
owners have joined SLPOA.  If you have a neighbor that is new to the lake, please
tell them about the lake association or let Roz Nadeau know so she may contact
them.  As part of the membership in the Spider Lake Property Owners
Association, each person receives the Riparian Magazine.  The current membership list
is sent to Michigan Lakes & Streams Association in early December for
subscription to the magazine.

SPIDER
LAKE GOLF SCRAMBLE, JULY 5, 2008

      Sam Paraschos started this event for the fourth year to get the owners
on the lake to get to know each other better.  He thought this would be a
great way to raise a little money to help better the lake.  The stipulations to
play in this event are that you must have a Spider Lake Property Owner on your
team and at least one female.  This year’s event was held at Elmbrook with ten
teams participating, dinner at Peegeo’s and raised $400.00 for SLPOA.  The
scramble will always be scheduled for July 3rd to precede the boat parade and
other activities on the lake during the 4th of July
Holiday.  If you are
interested in participating in or helping with coordinating this event, contact Sam

810-397-7540.  More information will appear in the June 2009 Newsletter.  Mark your
calendar for next year.

SLPOA Fisheries Report by Peter Viall,

    The DNR completed a net survey on Spider lake this Spring. The
preliminary reports show, overall, the fishery of
Spider Lake is healthy. The final
results of the survey are not available at the time of this report. These results
should be available in the near future. We will present this information in
the next newsletter.
    Mr. Todd Kalsih, who was our local DNR fisheries biologist, has accepted
a position in
Marquette. Mr. Kalish worked closely with the Spider Lake
Fisheries Committee. We thank him for his efforts and wish him luck in the future.
    Now the bad news. Zebra muscles have firmly established in
Spider Lake.
It is likely this will adversely affect the fishery for the next few years.
The Committee will monitor the situation closely.
    FYI -Deer hunters please be advised that baiting has been banned in the
entire lower peninsula for the 2008 deer season.

SLPOA Water Safety Report by John Rudolph

      The 4th of July Boat Parade was again a hugh success.  We encourage
people to decorate their boats and participate in this annual event.  The 4th of
July celebration is always a great time on
Spider Lake.  Invite your friends
and neighbors to come join in the fun.  Special thanks again to Sam Paraschos
for his involvement in the boat parade and the golf scramble.  He has been
instrumental in these activities for several years, Thank You, Sam!
    The Annual Clean Up Day for
Spider Lake was a hugh improvement over last
year.  I would like to thank all of you who turned out and participated.  I
am pleased to report that not a lot of refuse was found, mostly empty beverage
cans and worm containers.  Most property owners on
Spider Lake are good about
keeping our lake looking good. 
    Overall water safety on the lake has improved this year.  I have heard
of no boating accidents this season compared with two last year.  In general,
boat traffic seemed less than last year, perhaps due to increased fuel costs.
      Some changes have occurred to the age restrictions for personal
watercraft:
1.  A person between the age of 12&14 may operate a personal watercraft only
if ALL the following conditions exist:
a)  the person is accompanied by that persons parent or legal guardian.
b)  BOTH the person and the parent have a boating safety certificate.
c)  the personal watercraft must be equipped by the manufacturer with a l
anyard-type engine cutoff switch attached to the PARENT.
d)  the personal watercraft must be designed to carry at least two(2) persons.
2.  Another change in the laws concerning personal watercraft allows
operating from
8:00 AM to Sunset, instead of 8:00 AM to 1 hour before Sunset.
All of the changes will be enforced next year.

Some general reminders from the Water Safety Corner:
1.  Boaters should circle the lake in a counter-clockwise direction to
eliminate confusion and congestion.
2.  There continues to be confusion between “ No High Speed” and “No Wake”.
a)  ”No High Speed” means
NOT ON PLANE.
b)  “No Wake” means DEAD SLOW
3.  Identify your non-registered watercraft or water toys such as row boats,
canoes, swim rafts, paddle boats etc. in case they are blown off your beach
this winter they can be returned.

COLLECTION Hazardous Waste
The next Household Hazardous Waste and Electronic Waste collection will be
Thursday, September 25, 2008 from 1-7 pm.  Appointments are required and will
begin being accepted on August 25th.  If you would like to dispose of materials
at our collection, you will need to schedule an appointment by completing the
on-line appointment form or calling the RecycleSmart Hotline at 941.5555.
Appointments do fill quickly.

1. Call to order:  Meeting was called to order at
7:08 pm. by President, Jim

2. Roll Call of officers:  Present:  Paul Appold, Jerry Boner, Jim Cooper,
Harry Elletson, Roz Nadeau, Judy Nemitz, Ann Post, John Rudolph, Nancy
Wilson.     
3. Approval of Minutes of Annual Meeting,
July 16, 2007.  Kyle Axtell made
correction:  5.a. oligotrophic was misspelled.  Jim Reed moved to accept minutes
with corrections. Jerry Boner seconded.  Motion passed.
4. Report of Officers:    
    a.  SecretaryRoz  Nadeau:  “Welcome to
Spider Lake” notices were sent
to 5 new owners in October of 2007 and 8 new owners in July of 2008.  14 new
owners and first-timers have joined SLPOA for 2007-08.  Roz contacted
East Bay
Township
in October of 2007 and June of 2008 for new property owners list. 
She has updated files for all properties.  There are 413 parcels.  
        Newsletters were sent out in September of 2007 and June of 2008. 
The next newsletter will be sent in September of 2008.  If you would like to
submit an article for the newsletter, please let Roz know.  Deadline will be
Sept. 15th, 2008.  391 newsletters are sent out each time.   For the 2007-08 year,
we had 211 paid members in SLPOA.  Prior to this meeting, Roz has received 27
dues checks for 2008-09.  Due reminder notices will be sent out by the end of
the first week of August to current members and new owners.

know of change of address to update files.

Bob Kelley moved to approve the Treasurer’s report and Dave Paulson
seconded. Motion passed.    

5. Report of Standing Committee:  
a)  Water Quality – Kyle Axtell      We have good, clean water.  Early in
spring and water is high, the water clarity was exceptionally good.  Secchi disk
(used to measure clarity) went all the way down.  Change could be from zebra
mussels.  Currently, water quality is less than it normally is.  This is a
different pattern from the past.   Sea walls:  new sea walls are popping up
(rock, etc).  It’s not always the best thing to do.  They create a physical barrier
and destroy habitat for frogs and turtles.  The water level is down and there
should be less shoreline erosion, so no need for sea walls.  Please carefully
consider not creating sea walls.   Coconut or coil fiber walls more
environmentally friendly. 
Lake water has nutrients in it and is a good way to water
land near shoreline. 
    Water Testing:  Harry Elletson motioned to approve up to $500 for water
quality testing for the 2008-2009 year. Seconded made by Bob Kelley. Motion
passed.
 
b) Water safety – John Rudolph    John provided a new handout to illustrate
changes.  There is a time change for operation of a personal watercraft
(sunset and after
8 am) for the state waters, but not SPIDER LAKE!!. Our time lines
still apply: High Speed Boating 11 AM to 7:30 PM. “It’s the Law” pamphlet
should be read.   Regarding speeders and people breaking the law:  Call the GT
Sheriff Dept., Marine Division,with details about the “vessel” making the
infractions.  Take pictures for sheriff.   It’s important to boat in a
counter-clockwise motion. Jim Nadeau:  Dogs are not allowed on
Island #3.  There is a
sign.  Call Sheriff about enforcing the “No dogs” rule.
 
c)  Fisheries – Tom Post and Kyle Axtell gave updates on blue gills (fewer),
bass (bigger), and pike.  More croppies were caught than ever before.  
   
6. Report of Ad HOC Committee
a)      Introduction of slate of Officers & Board Members:  Pat Bishop is a
new member. Current Board Members for 2008-09 year: President: Jim Cooper,
Vice-president: Judy Nemitz, Secretary: Roz Nadeau, Treasurer: Ann Post,
Directors: (2-year term: Pat Bishop, Jerry Boner & Nancy Wilson.  Paul Appold and
Harry Elletson have one year remaining of their 2-year term.   Motion made to
elect officers as presented.  Paul Diesing made motion and Kim Rudolph seconded
to elect officers as presented.  John Rudolph will stay on as Water Safety
Chairman.

7.  Old Business   
a)  Logo Design is available at Bay Supply,  520 US 31 South, Traverse City,
49684, phone # 943-3249.   
b)  Motion made to keep dues at $25 for 2008-09 year.  Al Bishop made motion
and Paul Diesing seconded for dues to remain same. Motion passed. 

8.  New business –
  a).  Annual Meeting:  July 20th next year will be annual meeting.  
  b). Clean-up Day – John Rudolph: 
Saturday, August 9th, 2008, from 9 am –
11 am
.  Meet on Island #3.  
6 men have volunteered.  
  c)  Zoning Overlay Ordinance – Judy Nemitz.  On Tuesday, August 26th ,
there will be an Open House, from
6 pm – 8:30 pm at the East Bay Township
offices.  
  d)  Boat ramp – Paul Appold.  One slab has a gap.  Can we help DNR to fund
repair of ramp and add extra slabs?  Roz Nadeau stated that SLPOA  cannot
help fund the ramp repair because it is not lake property. It belongs to the
DNR.  There are 28 parking spots for the ramp. DNR has been doing a great job
grading the road.  e) Open forum for Association members input.
  Quick comment:  There will be a new unmarked boat patrolling the lake.  
  Question about testing hot spots.  Tests are expensive and random sampling
must be done – testing currently not planned.  
 
Spider Lake has Swimmers’ Itch – don’t feed ducks. When water temperature
gets warm, the parasites will die.    Jim Cooper:  Teepee’s – don’t do
them!  Report to Sheriff.  
  Roz Nadeau: 
Island #1 and #2 are privately owned (unlike #3 and #4 and
#5).  Respect other peoples property.     Al Bishop said that the golf
tournament(July 3rd) is open to all
Spider Lake property owners.  

9.  Motion was made to adjourn by Paul Diesing.  Paul Briody seconded.
