MINUTES OF THE
LEPOA BOARD OF DIRECTORS
September 8, 1997
Meeting was called to order by President Mike Eberly at 7:30 p.m.
MEMBERS PRESENT: Bob Ashworth, Mike Eberly, Rod Kurowski, Carol Marsh, Don Stocker.
MINUTES of the August meeting were reviewed. Rod Kurowski motioned to approve, Don Stocker seconded. Approved.
TREASURERS REPORT was given by Mike Eberly in Leon Eisemanns absence. Bob Ashworth motioned to approve, Don Stocker seconded. Approved.
BUILDING COMMITTEE Mike Eberly reported three new approvals in the past month all single family dwellings.
Don Stocker reported that Stephen Capaldi had requested a variance for his house from Cambridge Township and it was granted. The variance specified that the house would be twenty-eight feet from the lake and twenty-five feet from the rear line which is an easement.
No one has seen a request for a variance in Irish Mist.
Mike Eberly introduced a question from Mark and Jody Denske, who were in attendance. They had purchased two properties and had been given an approval for adjoining them and questioned why they had to pay dues on two properties. They were in possession of a set of By-Laws dating back to the defunct Loch Erin, Inc., so Mike gave them a copy of the 1995 updated LEPOA By-Laws and showed them where their question was addressed.
WATER QUALITY COMMITTEE Don Stocker reported two DEA permit applications received.
Don said there had been a second algae bloom. He said that next year he would like to get some "spotters" around the lake so that he can be alerted before the peak and can have it treated before its too late.
Don reported having received the invoice from Aquest in the amount of $750. Craig Smith said in a note that the recent water study showed poor water clarity, dissolved oxygen level was OK everywhere, as were the bacterial levels.
Mike Eberly said he still has not been able to contact Austin Stroman. Don said he will ask Craig Smith for his recommendation for another firm to contact regarding the sinking islands, since we have not been able to contact or meet with Michigan Aquatic for several weeks.
PARKS COMMITTEE After some discussion Bob Ashworth volunteered to temporarily fill the Chair for this committee, Harvey DuChateau volunteered to co-chair, Mark and Jody Denske and Phil Bauer volunteered for the committee.
Mike Eberly will call Kathy Zmijewski to see if she is still active on this committee.
Carol Marsh asked if the security had been cancelled for the year, since no guard has shown up since August 29. Mike Eberly said he believed the contract has always been until October 1. Carol will call K&K to find out what has happened.
FISH & WILDLIFE COMMITTEE Mike Eberly reported that all planned stocking had been done for the year.
Terry Hanf has volunteered to Chair this committee again. Terry is looking into the artificial structures for fish habitat.
FIVE YEAR PLAN Rod Kurowski reported receiving two bids for stabilizing the shoreline at Tipperary Park. He recommended Shoreline Improvement, Inc. with a bid for $5,700. and put the recommendation in the form of a motion. Don Stocker seconded. Passed.
LEGAL QUESTIONS & PROCEEDINGS Mike Eberly said our lawyers are working on getting a court solution.
Mike asked the Board to read his letter of response to Grace Edwards letter to the Limerick property owners.
Carol Marsh reported receiving notice from Cambridge Township that a letter had been sent to Grace on September 5 requesting her to remove the extra docks from the trestle bridge location.
DRAIN BOARD MEETING August 27. Mike reiterated that this Drain Board is a strong advocate for Loch Erin.
He cited the letter to Steve May, petitioning the Drain Board to look at Riprapping the earthen dikes at the spillway.
Mike displayed the final plat map for Gilgal Pointe.
It was reported that Mark Foster had requested four sewer taps for the property he owns on Reed Rd. These were set aside for him, but the Board said he must obtain the other requirements from the Township first.
Mr. Trombley on Reed Rd. requested two taps (he split his property in two). These were granted.
Mike Eberly asked for one tap for the section of property he split off from his. This was granted.
Mike reported that no further sewer taps are available for future development without the construction of another lagoon.
Mike stated that the Drain Board has ruled that sewer taps cannot be transferred, traded, or sold. They are assigned and attached to the original platted lots.
OLD BUSINESS: Open Board position still has not been filled.
Carol Marsh asked about getting Children At Play signs - $25.00 each. Rod Kurowski said LEPOA will need to request the Road Commission to install the signs.
NEW BUSINESS: June Browning asked how to get NO WAKE signs in their area at Irish Mist. Board will apply to DEQ for two signs.
Rod Kurowski asked if anyone besides him had received complaints about the new street lights in Irish Mist. Jack Williams said he had heard a lot of complaints by people who do not live in the Irish Mist subdivision.
Bonnie DuChateau reported a large sinkhole at Killarney Park. Bob Ashworth will look into the problem.
Bob Ashworth motioned to adjourn, Don Stocker seconded.
