MINUTES OF THE

LEPOA BOARD OF DIRECTORS

November 10, 1997

Meeting was called to order by President Mike Eberly at 7:30 p.m.

MEMBERS PRESENT: Bob Ashworth, Mike Eberly, Leon Eisemann, Rod Kurowski, Carol Marsh, Don Stocker.

MINUTES of the October meeting were reviewed. Rod Kurowski motioned to approve, Leon Eisemann seconded. Approved.

TREASURER’S report was read by Leon Eisemann. Rod Kurowski motioned to approve, Bob Ashworth seconded. Approved.

BUILDING COMMITTEE – Joe Peterson reported six new single family dwellings, and one shed approval in the month of October.

WATER QUALITY COMMITTEE – Don Stocker reported receiving one application notice for shoreline work. He also reported getting a call from Drain Commissioner Steve May regarding the lake draw down now in effect.

Mike Eberly said he had spoken to Steve May to see if the draw down couldn’t be prolonged giving LEPOA time to alert residents that this would be a good time to work on shorelines. Mr. May told Mike that the DEQ has threatened to fine the Drain Board for the draw down, (done without a permit), so they are refilling the lake. The Drain Board will assist LEPOA in court to establish a permanent annual draw down.

At the request of a member in the gallery there will be warning printed in each October newsletter regarding the harmful effects on the lake of burning leaves in the drainage ditches.

Bob Ashworth announced that the 1996 Water Quality Lake study is now on the LEPOA web page.

PARKS COMMITTEE – Bob Ashworth reported that several of the dock leasers volunteered to remove the docks this year, to save LEPOA the removal fees so that more money could be available for shoreline stabilization, new docks, etc. Bob would like to use the same program for putting the docks back in next spring.

A member from the gallery reported that the south dock at Killarney Park was overlooked for removal. Bob Ashworth will look into the matter.

Mike Eberly said that Bob Ashworth and Mike Decker should be applauded for their efforts in coordinating this project, as well as all of the people who assisted. Mike Decker will submit a report and thank you to the office for publication in the Jan. newsletter.

A one hour discussion followed, regarding the Dock Leasing Policy. Members of the gallery voiced their concerns and suggestions. It was decided that a committee be formed to submit all suggestions to the Parks Committee. The Parks Committee will then work on them and submit them to the Board for consideration.

Rod Kurowski reported that volunteerism was very poor for the car patrol for Halloween. It was down from six patrols to only two. Carol Marsh said that participation in Light Up The Night was equally poor. Rod reported that because of increased police activity in our area, and because the car patrols were published in the newspaper, there were only a couple of incidents. There were none last year. Carol Marsh reiterated that volunteer participation in these two programs is vital if we don’t want Loch Erin to once more become the target for Halloween vandalism as it was just three years ago.

FISH & WILDLIFE COMMITTEE – Terry Hanf reported that 600 large mouth bass were stocked in October. There will be no more stocking of large mouth bass as they should be reproducing themselves.

He said he has a call in to the DEQ regarding the artificial fish habitat – there has been no response yet.

Terry said that Terry Mitchell has volunteered for the Parks Committee.

FIVE YEAR PLAN – Rod reported that the site and development plans of Gilgal Pointe were approved by Cambridge Township. There are seventy-three lake front lots and twenty-eight back lots.

Mike Eberly introduced Bob Squires, one of the developers of Gilgal Pointe. Bob reported that the deed restrictions are close to finalization. He distributed three sets of plans for the Board and gallery. He reported that Franklin Township has also approved the plans as of Oct. 3. The developers are required to install 350’ of rip rap along the shoreline of Daniel’s Park to prevent erosion. Bob spent some time explaining the Gilgal development to the gallery.

LEGAL PROCEEDINGS - Mike Eberly reported that the LEPOA lawyer is looking over the amended Limerick II restrictions. He has not report until he sees our lawyer’s response.

TOWNSHIP MEETING - Rod Kurowski reported there was no issue affecting Loch Erin at the last Cambridge Twp. meeting.

OLD BUSINESS: Mike Eberly reported that there has been no volunteer as yet for the vacant Board position. The Board is looking for someone who has spent time on committee and has spent time working with Loch Erin affairs. If no one is found for appointment soon, the Board will wait until the May meeting for nominations and elections.

Mike Eberly reported that no permit is required for the Children At Play sign if it is placed outside the 33 foot point. Carol Marsh recommended that the Board consider the purchase of more signs for placement on the south side of the lake and at other places on the north side.

Leon Eisemann reported that he has taken care of the rusted trash barrel at the front entrance. The Board thanked him.

NEW BUSINESS: Leon reported that the Port ‘O Johns are still in place. Harvey DuChateau will call Jody Denske to see about arranging to have them removed.

Leon also reported receiving a new contract from Osborn’s for snow removal. Leon will sign and return it.

Harvey DuChateau raised the question of LEPOA’s liability for boat lifts left on the shoreline for storage during winter. Mike Eberly will ask the lake lawyer about it.

Rod Kurowski motioned to adjourn, Bob Ashworth seconded. Meeting adjourned at 10:05 p.m.
