MINUTES OF THE
LEPOA BOARD OF DIRECTORS
June 9, 1997
Meeting was brought to order by President Mike Eberly at 7:35 p.m.
MINUTES of the May meeting were reviewed. Rod Kurowski motioned to approve. Don Stocker seconded. Approved.
Minutes of the Annual meeting were reviewed. Don Stocker said that the answer to the question at the bottom of page three should read "rip-rap" instead of "seawall".
TREASURERS REPORT was given by Leon Eisemann. Rod Kurowski motioned to approved. Bob Ashworth seconded. Approved.
BUILDING COMMITTEE Leon Eisemann reported five applications for approval one garage, one deck enclosure, one shed, two single family dwellings.
Leon said that the Mayo Ct. house was measured and found to be fifty feet from the lake, except for about one foot which is about six inches short. House has been sold and the new owners have applied for a seawall permit.
It was reported that Walker is enforcing the rule for cement driveways in Irish Mist.
WATER QUALITY COMMITTEE Don Stocker reported plans to treat for weeds possibly the week of June 16 or 23.
Don Stocker motioned to tag and remove the geese from the lake and inspect for disease. (Geese will be removed to another lake in the area) Rod Kurowski seconded. Passed.
People have been asking where to get the geotextiles for shoreline stabilization. Don obtained information on the type of products to procure and will look into area retailers who can supply them. Information will be published in the newsletter.
Don reported that the State House Bills are still in committee. Information regarding the bills and who to contact to voice an opinion will be published in the newsletter.
Don reported that Zebra mussel testing will take place Tues., June 10.
PARKS COMMITTEE Tim Callahan was absent. Leon Eisemann reported checking water turbidity with the Secchi Disc and finding a reading of four feet. After the heavy rain he checked again and got a reading of four feet, two inches.
Mike Eberly thanked Tim Callahan for putting in the four buoys at the island. The cinder blocks to not seem to be effective in anchoring the buoys. Carol Marsh will contact Bruce Roback at the Drain Commission to see if any concrete sewer lids are available.
Kathy Zmijewski reported that the Port-o-Johns are being placed in the parks.
Mike Eberly reported that John Tauer has adopted Galway Park. The "No Parking" sign is missing from this park. Leon Eisemann motioned that new "No Parking" signs be purchased for all of the parks not posted, cost not to exceed $800.00. Don Stocker seconded. Passed.
Carol Marsh reported checking the Security Report and finding that members with dues paid and stickers issued are launching craft that not registration has been filed for. She will now be supplying the guard with the file of registrations so that he can check the registration numbers on unstickered watercraft with the numbers in the file. He has been instructed not to allow launch of watercraft which the member-in-good-standing cannot show is theirs with a proper registration or they must purchase a guest pass.
This lead to a discussion of possible future limitations on the number of watercraft allowed per property, and limitations on the number of guest passes issued. Mike Eberly will discuss this will Bob Nix to see if he knows of any area lake that has reached the point of limitations already to see how they have dealt with the problem.
The blockage of traffic view by the large bush at the corner of Donegal and Kingsley was discussed. The bush will be removed, but the apple tree will be left.
The grass at Tipperary park is in the process of being reseeded by Executive Green. Shannon Park has not been treated as yet.
Carol Marsh will check the dock at Shamrock Park to see if it needs repair.
FISH & WILDLIFE COMMITTEE No report.
FIVE YEAR PLAN:
Rod Kurowski reported that as of June 5 no approval had been received from the DEQ for shoreline projects.
Bills Landscaping will build up the crown of Galway Park for effective runoff when he installs the drain pipe. They are running behind schedule so will not be able to do this until July sometime.
Rod reported that it would cost $5,000. to put in a partial walkway at Kingsley 1 and $7,000. to put in an entire walkway. This issue will be tabled until Tim Callahan returns.
LEGAL QUESTIONS & PROCEEDINGS:
Mike Eberly distributed a copy of the warranty deed of the Trestle Park easement. A question was raised regarding the deed and funneling and a concern that the property remain open for walking access across the trestle. Mike explained that it is under discussion at the present time.
Mike asked Board to peruse a sample letter to the Drain Commissioner addressing issuance of taps, maintenance of earthen dikes at the spillway, ability to draw down lake to eliminate erosion during spring thaw.
There has been no Drain Board meeting since last LEPOA meeting.
Mike said that within the next thirty to forty-five days may be a good time to meet with the developers of the East side of the lake.
At the Township meeting the denial of the airport lots along Donegal by Region 2 was passed by the Township dependent upon acquiring sewer taps. At this time taps have been denied, so the viability of the nine lots perking is an open issue.
One lot split on the south side of the lake was approved.
The Township passed a variance allowing another real estate in the township.
OLD BUSINESS:
Mike Eberly asked how the entries for the July 4 Boat Parade are coming. Bonnie DuChateau said they have been slow coming in she believes because of the cold weather. Mary Maxe said they were looking for another company to do the Rugby shirts because the original company backed out of the arrangement because the T-shirts had been purchased from a different company.
Mary Maxe asked if they could have the $200 allotted for the Parade since entries were coming in so slowly.
The system for ranking boats was discussed and amended.
Rod Kurowski reminded everyone about the garage sale on June 14. He said they had printed over 400 maps and additional signs for around the lake.
Rod asked what was going to be done with the old snow fence used for the cattail project and now lying at the front of the boulevard. Carol Marsh said the posts are up there, too. It was agreed that it should be disposed of, but the posts saved.
Rod reported on the vandalism/graffiti around the lake: The High School got a work detail up to clean up Loch Erins signs. The County had to replace 123 road signs. However, there is still some graffiti at the front entrance building.
Don Stocker reported that two months have passed since the meeting with Steve May with no evidence of enforcement of the soil and sedimentation act at the new construction site on Reed Rd. Don also asked if any response had been received as to the responsibility for the dike maintenance. Mike Eberly said that it had been pretty well established that the Drain Commission is responsible for the maintenance, however, we will be levied to a certain degree as a lake.
Don asked if the enforcement of the soil and sedimentation act could be included in Mikes letter to Steve May. It will be included.
NEW BUSINESS:
Don reported receiving a request from the new Onsted Postmaster that the LEPOA bulk mailing permit be changed to Onsted at the next renewal.
Don got a complaint by some who returned from out of state too late to attend the Annual meeting or to vote by proxy. They asked if the deadline for receipt of proxies could be extended to just prior to the meeting. Mike Eberly said the whole voting process needs to be reviewed, with an eye to differentiating between an absentee ballot and a proxy.
Don Stocker said that if anyone in the Wolf Creek Watershed is interested in having their drinking well water screened by USDA/NRCS for nitrates and nitrites twice per year for three years at no cost- they call LAURA POMNITZ at 265-5887.
