MINUTES OF THE
LEPOA BOARD OF DIRECTORS MEETING
President Mike Eberly called the meeting to order at 7:32 p.m.
BOARD MEMBERS PRESENT: Mike Eberly, Rod Kurowski, Terry Michaels, Bob Ashworth,
Don Stocker, Bob Moore
GUEST MEMBERS PRESENT: Brigette Zoli, Jim Vickery, Gary Forrest, Bob Jacobs, Susan McCann, Becky Lawrence, Kathy Thomas, Ric Hooton, R.J. Moore, Kathy Kurowski, Larry VanDeVelde, Michael Klein
MINUTES: Terry Michaels motioned to approve the minutes from the August meeting, Rod Kurowski seconded, approved.
TREASURER’S REPORT: Mike Eberly presented report and provided copies on behalf of Leon Eisemann.
BUILDING COMMITTEE: Jim Vickery reported last month there was 2 garages, 2 sheds, 1 single family dwelling.
Private resident putting in own launch pad on his vacant lakefront lot in Irish Mist. Irish Mist Association has not heard anything about this. Board usually receives a copy of all permits submitted. No permit has been received by Board. Mike Eberly suggested a call be made to the DEQ. This can turn into a major project to dispute. Mike will discuss with Leon to see if he has any details. Mike will also discuss with attorney.
Several inquiries from Residents about combining 2 lots as 1. There are 2 sewer taps and will still be 2 dues owed.
Gilgal Point was going to have their own building committee. Mike suggested Jim become involved with the Gilgal Point Building committee and will discuss with Bill Hoffee.
There appears to be a discrepancy on page 54 in bylaw books for square footage in Waterford subdivision. Brigette will send revised book to Jim.
Resident inquired if it is possible to get the main launch dredged. Mike Eberly said it may be 6 months before they can do anything about it.
Mike Eberly will speak in front of Commissioner’s office tomorrow 9-10-02 regarding the Lake Drawdown. Once the circuit judge says ok, this will be an annual event. What triggered the Drain Commissioner’s support was the main valve busting a couple of years ago.
WATER QUALITY: Bob Moore has been trying to contact Dr. Doug Pullman for the last couple weeks. He has not been able to get any follow up from him yet.
There have been sightings of blue green algae for a few days in a row since the hot weather. Mike Eberly out a few complaints at Irish Mist where the algae was moving quickly. 99% of the sightings are happening on weekends when nothing can be done.
Resident said it looks like someone is dropping lawn clippings into the lake.
Suggestion was made for individual property owners to use copper sulfates. 1 hour project for entrance way settling pond was suggested. The algae from the settling pond cannot settle into the lake.
Don Stocker informed that Molly Muller submitted water quality report to the board. Bob Moore will be requesting additional copies from Molly.
PARKS COMMITTEE: The guard’s last day was Labor Day.
Bob Ashworth suggested keeping the guard one week past Labor Day. Mike asked if all were in agreement to have no more guard for the balance of the season, Rod agreed.
Resident said that the sign is no longer there at Kilarney Park regarding launchings. Resident was concerned with the jet skiers launching while residents are swimming. Residents can’t swim while vehicles are parked. Resident called Mr. Hunt at the Sheriff’s office to discuss trespassing on park property. Sheriff could not ticket for trespassing since it was a private park due to no posted sign. Bob Ashworth will take care of looking into putting up the no parking sign at Kilarney Park. If there is a sign posted stating no vehicles behind this sign, trespassing will be enforced as long as sign states the park is private.
No wake signs at Kilarney are faded, need to be straightened up and put in.
On September 16th or later, the port a potty’s will be coming out of the parks.
Bob Ashworth spoke with Jeff Osborne and he will be looking at Gilgal, Daniel Parks for lawn mowing at least one more time this year. Lawn mowing contract is good for 1 more year and then bids will be taken next week.
All boats will be needed to be removed by 10-15-02.
Shannon Park swing seat bottoms need to be replaced. Bob Ashworth will look into.
A beige pontoon boat has broken loose in front of Bob Moore and Don Power’s house. Bob reported MC numbers to the Sheriff. The police have not been able to identify whose boat it is. The boat had changed positions due to the wind and residents did not want the boat crashing. The boat is now tied up at Shamrock Park.
FISH & WILDLIFE: Terry reported the fish are all ordered and will be Walleye next year.
FIVE-YEAR PLAN: Rod Kurowski said a significant number of dead trees and materials have been removed at Galway Park. Bob and Rod will walk the area within the next month to determine either 1 or 2 new docks or a nice swimming area to be put in next year.
Filtering pond will be discussed.
IRISH MIST AND GILGAL ASSOCIATION REPORT: Nothing to report at Irish Mist at this time.
Sue McCann, VP of Gilgal Point Association introduced herself and said they just recently formed the board, trying to get legal status currently.
She discussed briefly sea walling the inside of the bay per the developers.
Sue is working on recovering a new version of the bylaws. Will be using the current version until the amendments are recorded.
Bob Ashworth recommended the collection be put in the same envelope for Gilgal to save dollars on a mailing. Will need to discuss the details with Leon and figure out how the money will be transferred over.
LEGAL PROCEEDINGS: Mike Eberly requested new by law books, will discuss at Executive session.
DRAIN BOARD MEETING: Meeting was held on August 28th.
Expenditures were approved.
TOWNSHIP MEETING: Nothing to report.
OLD BUSINESS: Both letters did go out on Limerick Park Camping and Health Department. Mike Eberly will draft 2nd letter as follow up for driveways.
NEW BUSINESS: There is a one day annual meeting for Michigan Lakes & Streams. Topics to include Lake Management, Aquatic and Marina issues. Bob Moore will attend meeting
on 10-5-02.
Rod Kurowski motioned a total of $120.00 for donations to Sheriff and fire department for National Child Safety Council. (100 children) Terry Michaels seconded.
Board discussed renewing the $25.00 for the website access and usage. Mike Eberly motioned, Bob Ashworth seconded.
Missing road signs were found in resident’s garage. The Township is taking legal action.
Rod Kurowski motioned to adjourn the meeting, Bob Ashworth seconded. Meeting adjourned at 9:02 p.m.
