LEPOA BOARD OF DIRECTORS MEETING

October 14, 2002

 

President Mike Eberly called the meeting to order at 7:33 p.m.

 

BOARD MEMBERS PRESENT: Mike Eberly, Leon Eisemann, Terry Michaels, Bob Ashworth,  

Don Stocker, Bob Moore

 

GUEST MEMBERS PRESENT: Brigette Zoli, Ric Hooton, Jim & Carol Quinley, Jim Vickery,

MINUTES: Mike Eberly motioned to approve the minutes from the August meeting, Leon Eisemann seconded, approved.

 

TREASURER’S REPORT:  Leon Eisemann presented report.

 

BUILDING COMMITTEE: Jim Vickery reported last month there were 5 sets of plans submitted, all approved.    1 garage, 1 deck, 3 single family dwellings.

 

There was a complaint about shed at 7439 Donegal.  No approval was received or submitted to date by any board members.  The shed may be too close to the property line.  Jim Vickery will look into.

 

WATER QUALITY:   Bob Moore reported September was a very busy month for Blue/Green Algae sightings.  Applicators couldn’t get on the lake in time to treat the algae.  Copper Sulfate was not as available. This year all of the lakes in the area had serious outbreaks of blue green algae.  Next year the lake will be treated as soon as the bloom comes in.  The Board will have more information from the DEQ on treating the algae next spring.

 

Bob Moore is still waiting to hear from Dr. Pullman.  Board may consider switching lake management companies next year and Mike Eberly will look into.

 

Mike Eberly and Bob Moore attended the MLSA Seminar at JCC and briefed everyone in attendance regarding lakes having blue green algae outbreaks and treating the algae and weeds.  1 lb. of phosperous creates 500 lbs. of algae. 

 

Resident shared article from DNR.   According to the DNR you can harass the geese.  You can use nonshell firecrackers, your pets can chase them, and you cannot lay any hands on them or chase them with a vehicle.

 

PARKS COMMITTEE:  Boat docks will be removed as early as 10-15-02.  Contract does state they will be removed by this date. 

 

There are several problems at the launch ramp.  There is a mountain just off the end of the dock 4-5 ft. of gravel not movable by 2 people with shovels.  Problem is due to people powering their boats onto their trailers.  The mountain came from underneath the launch ramp.  The West side is a foot lower than the East side.  Nothing appears to be cracked yet.  If you walk off the end of the ramp, there is a good 3 ft. drop-off.  There is a real danger that very soon the whole ramp will crack and break right off.  There is a solution to pump concrete underneath or redo the whole ramp.  We should have 2 quotes by next meeting.  We will have to inform everyone not to power their boats on the ramp. 

 

The lake drawdown is unlikely to happen this year.

 

Bob Ashworth and Rod Kurowski are looking into a price for a white picket fence with a sign across the front of Kilarney Park to prevent boat launchings.  The No parking sign has not been returned.

 

Bob Ashworth will replace swing seat bottoms at Shannon Park for next spring.

 

FISH & WILDLIFE: Terry reported that Molly Muller is expanding her studies to include fish habitat.

 

Molly Muller tested the water 185 times this summer, including during and after the sewage spill.  The readings were all normal after the spill.

 

There have been reports of zebra mussels in lake but have not been confirmed.

 

Walleye should be delivered at the end of this month and lake will be stocked at that time.

 

FIVE-YEAR PLAN: Rod Kurowski not in attendance.  Looks like Don Edwards will be paving Stonehedge road this month. 

 

IRISH MIST REPORT:  Annual meeting was 2 weeks ago.  There were 3 proposals the board forwarded to the members of Irish Mist.  They will be in and tallied this week, will have more information for next meeting.

 

GILGAL POINT ASSOCIATION REPORT: There was no meeting held last month.  Nothing to report at this time.

 

Sue McCann, VP of Gilgal Point Association stated the association is behind, trying to get the newsletter out and dues taken care of currently.

 

Discussion of Gilgal dues regarding $10.00 or $25.00 deductions.  There is nothing in the documents stating $25.00.

 

DRAIN BOARD MEETING: Mike Eberly attended a meeting with County Commissioner and Steve May, Drain Commissioner.  Adrian Utility had some concerns regarding the annual drawdown. Concerns were the report uses averages.  They want to see the impact on a study worst case and effects the drawdown would be during the winter. 

 

We now have the ability to present a case in front of the circuit judge regarding an annual drawdown.  We will be taking the approach that we will fill it up by May 1.  The drawdown will take place sometime between now and November 1st if it is approved but doesn’t look like it will happen this year.  If it did, it would be a gradual outflow.  About March-April, during the rainy season, it would be closed partially.  Our turnover rate on an average year is about 2 -4 weeks.  We will have to amend the court order we have in place now.  Dealing with the district attorney may take some time.

 

TOWNSHIP MEETING: Nothing to report.

 

OLD BUSINESS: Follow up letters were sent to residents regarding the Kingsford resident driveways.

 

Mr. Foster was suing the Drain Commission about an easement he says does not exist on Reed Rd.  In his filing, the dates Don Edwards put the easement was after the date the property was sold to him.  Turns out Mr. Foster who now owns the property neglected to file another document in the court order.  The County Prosecutor will be asking for a summary judgment on Reed/Foster issue.   

 

Resident inquired about the no wake signs for Kilarney.  Rod Kurowski does have the no wake signs.  Mike will double-check with Rod since he was not in attendance.

 

NEW BUSINESS:  Nothing to report at this time.

 

Bob Ashworth motioned to adjourn the meeting, Mike Eberly seconded.  Meeting adjourned at 8:36 pm.
