EAGLE LAKE-PAW PAW ASSOCIATION

BOARD OF DIRECTOR’S MEETING

VAN BUREN CONFERENCE CENTER

TUESDAY OCTOBER 9, 2007

 

Call to Order:  President Chuck Cubbage called the meeting to order at 7:09 PM

 

Members Present:  President Chuck Cubbage; Vice President Skip Youngblood; Treasurer Pat Cubbage; Secretary Doug Dorgan; Keepsake Shores Rep Jerry King; Collins Cove Rep Ruth Wilkinson; Eagle Lake Campers Rep Skip Youngblood; Eagle Lake Park Rep Chuck Cubbage; Hoodrije Shores Rep Ken Nielsen; At-Large Member Gary Sargent.

 

Members Absent: Palmer Beach Rep David Baker; Eagle Lake South Shore Rep Brian Hansen; Trails End Rep Tony Herd; Webmaster Harold Gravatt.

 

Minutes: Minutes of the September 11, 2007 Board meetings were reviewed, a motion was made and seconded to approved the minutes as presented, motion carried. 

 

Treasurer’s Report: Treasurer advised a balance of $3,278.99 with all bills paid.  A motion was made and seconded to approve the Treasurers report as presented, motion was approved.

 

The Treasurer noted there were 55 paid members from a total of approximately 260 property owners, both

riparian and deeded access.  Discussion followed on suggestion by Doug Dorgan that the association follow the example of Gravel Lake and send a specific reminder notice to each property owner when it is approaching time for payment of dues for 2008, with a request that back dues be paid as well by those who have not otherwise paid.  It was agreed this would be done in early 2008 with the request not worded as a “bill” but in such a manner as to encourage payment if possible.  Chuck agreed to prepare a draft and email it to the other board members for any changes and eventual approval.

                  

Committee reports:

 

Government:  No report.

 

Finance:  No report.

 

Health and Safety:  No report.

 

Water Quality/Sewer Feasibility Study:  Chuck shared results of the recent sewer survey and noted the level of interest by the respondents to testing septic systems for possible leakage.  While still less than 50% the results demonstrated that many property owners recognized the potential harm to the lake from any defective systems.

 

Newsletter:  Chuck and Doug will prepare the newsletter for mailing about October 24 with the inclusion of an ad flyer from Look Sharp and Flowerfield Enterprises presentation on compost tea.  These two businesses will share the cost of the newsletter and no additional ads will be included.  Because of interest in the purchase of coasters displaying the map of Eagle Lake Doug will place on order for the coasters and there will be a page in the newsletter advising that both the door mats and coasters are available for purchase.

 

Nominating:  No report was necessary.

Old Business:  Doug Dorgan attended the MLSA Region 3 meeting at the Decatur Library September 29 and reported on several things presented by the various lake associations in attendance.  Among items noted:

 

·         Crooked Lake was experiencing Eurasian Milfoil at depths of as little as two feet;

 

·         There are DNR guide lines for the number of parking spaces at a lake access site based on the size of the lake;

 

·         Sherman Lake was experimenting with an aeration system to raise the dissolved oxygen level of the lake;

 

·         Diamond Lake issuing stickers showing that a property owner was a member of the lake association;

 

·         Paw Paw Lake being successful in their township passing an ordinance to ban the use of fertilizers containing phosphorous;  the dissolved oxygen level of Paw Paw lake had risen to 10 feet and was getting shallower, a serious problem;

 

·         Reynolds Lake noted the premium for their lake association policy was based on the number of people in the association.

 

·         Three Mile Lake noted the possibility that a personal umbrella insurance policy could provide liability protection for volunteer work;

 

·         Riparian Magazine is now available via the internet;

 

·         Permanent piers on Magician Lake and aeration around these piers during the winter had increased the presence of Canadian geese that were becoming a problem;

 

·         Gravel Lake sent a mailing to each property owner seeking dues for lake association membership and was pleased with the resulting increased membership.  Gravel Lake is having a continuing problem with the public access site attracting bathers and partiers and into the late evening;

 

·         Weevil treatment of North Lake has been doing the job intended.

 

New Business:  Chuck and Doug plan to attend the MLSA fall seminar in Lawrence on Wednesday October 24.

 

Next Meeting Date:  The next meeting of the Board is scheduled for April 8, 2008 at the Conference Center.  Further meetings will be scheduled at that meeting.
