EAGLE LAKE-PAW PAW ASSOCIATION
BOARD OF DIRECTOR’S MEETING
Call To Order: Vice-President Chuck Cubbage called the meeting to order at 7:10 PM
Members Present: Vice President Chuck Cubbage who also represented Treasurer Pat Cubbage; Secretary Doug Dorgan who also represented Ken Nielsen for Hoodrije Shores; Pete Murany represented Eagle Lake Campers; Eagle Lake Park Rep Chuck Cubbage; Keepsake Shores Rep. Jerry King; At-Large Member Gary Sargent.
Members Absent: President Skip Youngblood; Collins Cove Rep Ruth Wilkinson; Palmer Beach Rep David Baker; Eagle Lake Sub Rep Brian Hansen; Trails End Rep Harold Finley; Web Master Barb Kohl.
Minutes: Minutes of the April 13, 2004 meeting were approved on motion by Chuck Cubbage and second by Gary Sargent.
Treasurer’s Report: Treasurer report was given by Chuck Cubbage, there is a balance of $924.75 in the account with all obligations to date paid. Report was approved on motion by Jerry King and second by Gary Sargent.
Committee reports:
Government: Doug Dorgan will send an invitation to the Annual Meeting to the Van Buren County Sheriff Department this week.
Finance: Doug Dorgan reported on the efforts of other lake associations to encourage membership by thanking those who are members in their newsletter; this will be done in our next newsletter.
Health and Safety: One teenager has signed-up so far for the boating safety class in July.
Water Quality: Doug Dorgan provided some feedback on his attendance at the MLSA lake associations meeting held on April 17 where he made a presentation, prepared by Chuck Cubbage, highlighting our weevil treatment for Eurasian Milfoil. Following the presentation an attendee from Crooked Lake stood up and attested to the effectiveness of the weevils as a milfoil treatment based on the success at his lake. Attendees from Maple Lake in Paw Paw advised there was sand available without charge from dredging in the East Branch of the Paw Paw river. Birch Lake near the Indiana border was promoting the use of phosphorous free fertilizer by purchasing such fertilizer in volume and reselling it to there property owners at a price of $11, considerably less than the cost of regular fertilizers.
Newsletter: Positive comments were received by several Board members regarding the newsletter content. Chuck Cubbage reported on behalf of Pat Cubbage that there was good membership response from the newsletter. Several address corrections resulted from the mailing. Doug Dorgan suggested their may be recent property purchasers who are not aware of the purpose of ELPPA and perhaps something in the next newsletter regarding the association itself would be beneficial.
Nominating Committee: no report
Web Site: Chuck Cubbage reported that Barb Kohl has expressed interest in redesigning the ELPPA web page to better serve potential users, Chuck and Doug will follow-up with Barb to see what can be done.
Old Business: Preparation for the Annual meeting and breakfast were discussed. Doug Dorgan will arrange for tent and chairs as used in previous years. Gary Sargent has been in touch with John Tapper regarding food and the preparation and serving. Chuck Cubbage will contact High’s Marine, Dave Baker and Leader Marine regarding the possibility of door prizes. Chuck Cubbage will extend an invitation to Char Martin and Sue Vomish to attend our annual meeting. As well as sending the invitation to the Sheriff Department, Doug Dorgan will contact the Crooked Lake representative he met at the MLSA meeting regarding his speaking at the annual meeting.
New Business: Doug Dorgan advised that several of the lake associations, at the April 17 MLSA Conference, as well as MLSA, carry Officers and Director Insurance and were concerned about the rising cost of this coverage. Doug broached the issue as to whether our association should be considering this coverage and the possible liability our association may have. After some discussion Chuck Cubbage volunteered to contact MLSA and determine if it was possible for Don Bloom, the attorney that handles many of the Riparian issues on behalf of MLSA, to speak to us, or perhaps by way of a conference, regarding our exposure.
Discussion followed regarding success of the weevil treatment and potential return of native plant species in greater number than many property owners remember from the past. With successful reduction in the milfoil population property owners will be questioning the real success because of the return of these native plants. A program to at least identify the possibility of septic runoff infiltration of the lake was considered. The possibility of doing a voluntary testing program of as many septic systems as possible, with no owner obligation to take action should a problem be detected, will be presented at the annual meeting. There may be program assistance available from state public agencies for such a study.
