Treasurer reported all bills for the June 2003 Annual Meeting and breakfast had been paid as well as the $94.34 cost of the sign placed at the Public Access site and a donation in memory of past President Glen Wilkinson, there are no other outstanding bills at this time.  There is a balance of $1820.13 in the account.  Report was approved on motion by Skip Youngblood second by Ruth Wilkinson.

Committee reports:

Government:  No report

Finance: Discussion occurred regarding a possible membership drive that was tabled for further discussion at following meetings.  The dues amount will remain at $15.00.

Health and Safety:  David Baker secured the sign for the public access listing rules that are to be followed by boaters.  Chuck Cubbage installed the sign with approval of the DNR on an existing post at the access.  There was discussion regarding posting such a sign at each private access site as well as encouraging owners to post the rules in their dwellings.

Doug Dorgan reported fifteen lake residents attended a water safety training class sponsored by the Association and conducted by Devon Krueger of the Van Buren County Sheriff’s office Marine Safety Unit.  The class was held at the MSU Extension facility in Paw Paw on August 2.  Ten others participated from other lakes.  Doug will send a thank you letter to the MSU Extension Director and seek approval for another class next summer so that a date can be established prior to the next ELPPA annual meeting.  Doug will also check with the Sheriff’s Department Marine Unit regarding a possible donation of $100 to $200 dollars in way of thanks for their time to conduct the class and their interest in our lake safety.

Water Quality: Chuck Cubbage advised 3,000 more weevils were placed in the lake at three locations to supplement the action of previous seedings.  The cost of the 3,000 weevils was covered by remaining funds held by the Township and Chuck did the planting himself.

Newsletter:  Doug Dorgan suggested more frequent newsletter or other mailings to property owners as a way of keeping the addresses current in that the Post Office only retains forwarding addresses for six months.  Harold Finley suggested including in a newsletter a survey of what property owners believe the Lake Association should be addressing, such as the concept of unified waste removal arrangements to reduce traffic on the access roads around the lake, spring clean up services offered by the waste haulers, interest in additional boater safety classes, or other issues of interest.  Doug suggested seeking feedback on the weevil treatment activities.  Chuck recommended each newsletter or mailing include the water safety rules posted at the public access site and follow-up on beach clean-up recommendations.  Chuck and Doug will develop a proposed newsletter for review and additional ideas for the next meeting.

Nominating Committee: no report

Old Business:  Discussion occurred regarding the issue of increased truck traffic on various access roads around the lake.  Chuck Cubbage advised Eagle Lake Park residents were being asked to switch to Waste Management for refuse removal along their newly paved road in that Waste Management had offered a rate of $10.50 per month for a 96 gallon container, plus an annual spring clean up.  Each independent association would be encouraged to consider a single service to reduce the refuse truck traffic on their road and the Lake Association would keep all residents informed of the rates being charged and services available in an effort to maintain competition.

New Business:  None presented.

Next Meeting Date: Tuesday September 9, 2003.

Adjournment: Meeting was adjourned at 8:15 PM on motion by Pat Cubbage and second by Harold Finley.
