Board of Director's Meeting

Glen Wilkinson called the meeting to order at 7:15pm.

Present: Glen Wilkinson, President; Vice President, Tom Kohl; Secretary, Bernice Packer; Treasurer, Pat Cubbage; Past President-Mel Brown; Chuck Cubbage-Eagle Lake Park rep; Skip Youngblood-Eagle Lake Campers; Jerry King-Keepsake Shores; Harold Finley, Trails End; Collins Cove-Matt Leighton; John Faul. Dennis Zimmerman, Regional Vice President of Michigan Lake and Streams Association. Absent: Palmer Beach, Alice Goens; Member at Large-John Tapper; Hoodrije Shores-Richard Marcinek.

The minutes were passed out and read.  Tom Kohl moved to accept the minutes.  Mel Brown 2nd.  Motion passed.

Treasurers Report: $2,289.96

Weed Control: Chuck Cubbage has sent off the survey from the areas around the lake to Praxis and has not received any information yet.

Government Committee: Tom Kohl has done investigation on the Lake Board concept.  A Lake Board means we will be associated with the Drain Commissioner.  ELPPA Board of Directors can establish a lake board and participate with the township board.  We can ask the township board to do a special assessment.  Diana Clemens would be our contact if a lake board is established.  Tom Kohl will do a write up for the newsletter explaining it and also do a presentation at the annual meeting.  Perhaps we will be able to get support for it.   Lake Board would consist of the Township Supervisor, a member of the county Commission, and we would supply three names from our board.  Lake Board can have a lot of power.  Orrin Dorr, Drain Commissioner, is interested in our situation and is willing to work with us.  Establishing a Lake Board would give us access to more funds.  Glen Wilkinson has access to the Lake Level” requirement information.

Dennis Zimmerman explained the Lake Board”.  We have to have: petition from lake frontage owners-50% plus one.; get attorney to file suit in circuit court; need data from survey ; need lake level set (county commission enforces level); once level is established through court action, it is then a lot easier to get things done.  Monies expended will be billed back.  Judge Buhl is the circuit court judge.  The attorney with the Michigan Lake and Streams Association will help us.  A Lake Board can be established without a lake improvement project.  The Board would be established after public hearings.  We need to have a Determination Hearing.”

Palmer Beach has no lake frontage.  This might be a problem area.  A Drainage District” is established through the Drain Commissioner.  Special Assessment is done through the Township Board.  An assessment” can be done for any length of time you want.  A Special Assessment hearing is required.  Chuck Cubbage commented it is perhaps now time to approach the Paw Paw Township Board.  The Township Board would have the Lake Board serve as an advisory committee for decisions about the lake.

Health and Safety Committee: Harold Finley has been unable to make contact with the proper person.  It was suggested he contact the Marine Division of the Sheriff Department.

Finance Committee:   No report.

Newsletter: Tom Kohl handed out a proposed sample of the newsletter.

Pat Cubbage moved to adjourn the meeting at 8:45pm.
