Eagle Lake-Paw Paw AssociationBoard of Director’s Meeting Lawrence Conference Center June 13, 2000 President Glen Wilkinson called the meeting to order at 7:00pm. Present: Jerry Reshman, Paw Paw Township Supervisor; Bob Jackson, Township Clerk; Orrin Dorr, Drain Commissioner, Tony Groves, Engineering Consultant; President-Glen Wilkinson; Vice President, Tom Kohl; Secretary, Bernice Packer; Treasurer, Patricia Cubbage; Past President-Mel Brown; Chuck Cubbage-Eagle Lake Park rep; Skip Youngblood-Eagle Lake Campers; Jerry King-Keepsake Shores; Richard Rapparlie-Keepsake Shores II; Matt Leighton-Collins Cove; Korky William-Palmer Beach; Brian Hansen-Eagle Lake Sub. In addition 12 residents from around the lake. Absent-Harold Finley, Trails End. The general meeting was postponed to hear the presentation by our guests. Tom Kohl introduced our guests and gave a summary of what we have done. We need a lake improvement project. Orrin Dorr, Drain Commissioner introduced Tony Groves, Engineering Consultant. He gave a presentation and handouts. He stated from an engineering standpoint they were concerned about the progressive weed growth and the lake level. He also was concerned with the Trails End area which is the lowest end of the lake. He explained the process. 1) An assessment district is set up. The engineering consultant decides who is in the district. He stated the district is set up for a limited time, usually 3-5 years. There are two hearings: 1-Formal Hearing (hearing of necessity); 2- Separate hearing on assessment numbers (can be appealed). He stated a Lake Board is generally used for Plant Controls. Tom Kohl asked the possibility of funding. Mr. Groves stated typically this isn’t done. Supervisor, Jerry Reshman turned continuation over to Bob Jackson, Township Clerk. Paw Paw Township uses three hearings. There are five resolutions to adopt. Petitions must be passed with 51% or more signatures. A Hearing is held. Two resolutions are adopted-to accept the petition. Supervisor gets the costs, etc. The 2nd Hearing is to hear any objections there may be. The fourth and fifth resolutions pertain to the costs. The costs are established and when the first payment is done. Attendance can be by proxy. Objections may be received in writing. Mr. Jackson stated Ackley Lake went through the process and it was accepted within three months. The township can only implement what is in the petition. A Lake Board has more flexibility. With the Township, the lake residents have more say. The Township is a vehicle for guaranteeing the bill is going to be paid. Mr. Groves stated in his experience Lake Boards have gone with the peoples’ wishes. There is flexibility at the township and lake board levels. It is better to have an impartial entity. Once an assessment roll is approved, you know you are going to get the money. Questions were asked regarding Collins Cove. The property is leased from the Collin’s. The cottages are owned, all with lake frontages. It is 23 units of benefit. Mr. Jackson stated they would consult with their attorney on this. The Township can get a list of the signers accepted on the petitions. They will get the information to us. After thanking our guests for a very informative meeting, the regular meeting continued. The minutes were passed out and individually read. David Baker, Palmer Beach, stated the Palmer Beach Association owns the lake frontage and the property owners have deeded access. Correction made to the minutes re Palmer Beach to read APalmer Beach residents do not directly own a beach frontage but have deeded access.@ Pat Cubbage moved to approve as corrected. Skip Youngblood 2nd. Motion passed. Pat Cubbage gave the treasurer’s report of $2,289.96 balance. Weed Control Committee: Praxis has not submitted a report yet. The required check of $250 was sent to them but we have yet to receive the report. Glen Wilkinson stated he will write them a letter requesting the report or send our money back. Mel stated he has been in contact with Enviro Science. They are a well-known, reputable company. Minor Lake has had excellent results from using the weevil. The best time to put them in is in May. They multiply and hibernate in the winter and work again in May. Dr. Ray Newman, University of Minnesota, is interested in hearing what we come up with in regarding the weevil, Amidfoil@. They burrow at the stem. They only feed on milfoil. It was agreed a fact sheet needs to be made up to show the people at our Annual Meeting. Government Committee: A proposal needs to be received and a petition needs to be ready for the Annual Meeting. Mel Brown moved the Water Quality Committee be authorized to get petition ready and prepare for circulation. Matt Leighton 2nd. Motion carried. Safety: Harold Finley has talked with the Sheriff Department. They will be here at the Annual Meeting. Newsletter: Tom Kohl gave handouts of proposed inserts. It was the consensus of the board that going with the Township Board might be a better way to go than a Lake Board. Jerry King moved to adjourn at 8:55pm.
