EAGLE LAKE-PAW PAW ASSOCIATION
Board of Director’s Meeting
Van Buren Conference Center
Lawrence, Michigan
Tuesday, November 13, 1999

Glen Wilkinson called the meeting to order at 7:10 PM.

Members present were: Glen Wilkinson, Tom Kohl, Pat Cubbage, Bernice Packer, Chuck Cubbage, Eagle Lake Park; Harold Finley, Trails End; Skip Youngblood, Eagle Lake Campers; John Tapper, Member at Large; Ruth Wilkinson, Collins Cove Rep.; John Faul.  Absent were: Larry Pizarek, Hoodrije Shores; Mel Brown, Past President; Jerry King, Keepsake Shores; Brian Hanson, Eagle Lake Subdivision; Alice Goens, Palmer Beach.

The minutes were read.  Chuck Cubbage moved to approve.  Harold Finley supported.   Motion passed.

Pat Cubbage gave the Treasurer’s report.  We have a total of $2,879.15 after the payment of a bill for $12.60.  We now have a total of 96 members.

Water Quality/Weed Management Committee: Chuck Cubbage stated there is no definite information regarding the weevil.  He is going to be making contact with someone who has used the weevil. Skip Youngblood stated we need to get a feel of what the people around the lake really want, use chemicals or use the weevil?  Perhaps something could be put in the newsletter.   Chuck commented ecologically, the impact of the weevil would be the best way to go.  If this proved unsuccessful, then go another direction.  There would be a fee of $250 for a survey to do a design package for weevils.  John Tapper commented a survey needs to be done on the weeds themselves.

Chuck handed out copies of “Your Lake and You”.  He will be able to get enough copies for everyone.  Don Garling, from Michigan Lake and Streams will be here on December 14.

Health & Safety: Harold Finley stated as of now there are no new rules or regulations coming out this year.  He suggested getting “stick on numbers” for people to put on their phones so contact might be made immediately to the sheriff department when notice of a violation occurs.  They need detailed information:   watercraft, color, number, size, etc.   Tom Kohl mentioned the DNR has been out checking, riding jet skis themselves.  We need to have a procedure to follow.

Skip Youngblood commented a list of violations needs to be stated in the newsletter along with our list of Boating laws.

Debbie Rose, Crooked Lake-Texas, commented they hired (for a certain amount) the sheriff’s department to come out.  The sheriff’s department then matched the amount.   They deputized people.  These people would be on waverunners.

Government Committee:  John Faul talked with the DNR.  There are no funds to be allocated towards weed control.  However, it may be possible to receive a grant to do study of the weeds themselves.  A grant may also be possible to do a study of the water shed.

We were fortunate to have Debbie Rose, Crooked Lake-Texas, to come and give us information on the groundwork she has done on weed control for their lake.  She stated the various steps they went through.   The township helped to prepare the special assessment district.  She stated this is a long process.  A petition would need to be circulated among ALL the residents around the lake.  There needs to be 51% approval before the township will agree.   The township took over the “management” by hiring an engineering firm.   Debbie feels a special engineering firm is an unnecessary expense.  (The Lake Board loses control.)   They did a special assessment for seven years to cover any unexpected expenses that may come up.  This saves the work and effort going into getting a petition signed.  The amount is to decrease every year according to the monies needed for treatment.  The Eagle Lake Board proposes a budget each year to the township. Harold Finley asked if using chemical would change the clarity of the water.  The answer was “no”.  Debbie stated using chemicals are a concern.  One has to be careful not to go swimming or water their lawns for a certain period after treatment is made.  Sonar causes “sludge”, which is unpleasant.  She stated her desire for the “natural” way in using the weevil.  She brought some information on the “weevil” from Sally Sheldon, from the University of Wisconsin.

Chuck Cubbage will try to get a speaker for our December meeting regarding the weevil.  He knows someone who is very knowledgeable in Biological Control.  This person would do a survey for $250 for biological control of our weeds.  John Tapper moved to pay the $250 to do the survey.  Tom Kohl supported.  Motion passed.  Chuck will give copies of the questionnaire that needs to be filled out to each representative of the areas around the lake.

Debbie Rose gave lots of information to us.  This will save a lot of time in getting the process started.  The Board expressed their appreciation to her for attending our meeting this evening and bringing much useful information to us.

Meeting adjourned at 9:00 PM.

Respectfully submitted,         Bernice Packer, Secretary
