Eagle Lake Paw Paw Association Board Meeting Van Buren Conference Center, Lawrence Tuesday, December 14, 1999 Glen Wilkinson called the meeting to order at 7:15p, Members present were Glen Wilkinson, Tom Kohl, Ted Nueman for Chuck Cubbage, Skip Youngblood, Jerry King, and Brian Hanson. Members absent were Pat Cubbage, Larry Pizarek, Mel Brown, Alice Goens, and Harold Finley Minutes were read and accepted. There was no Treasurers report except to mention there was at least one new membership. Guest Speaker was Don Winne, Michigan Lakes and Streams Association `was introduced. Because the meeting consisted of a smaller number of people than normal, Mr. Winne’s presentation was informal and interactive with all those present. Topics addressed in the presentation were the format of the Riparian Magazine that will be made available to all our members beginning in January. He brought to our attention various articles in this month’s issue and a court decision about Lake Levels. When asked about other topics, Mr. Winne could identify past issues we might be able to reference for the benefit of our association. For instance, in August or November 1998 and February 1999 there were articles about biological treatments to control milfoil growth. He also referred us to an advertisement for EnviroScience who treated the lakes mentioned in the articles. Marty Hilovsky at a nearby lake could also be contacted. Mr. Winne talked about the Township Wetlands Protection Act. Hamburg Township is a model. For instance Paw Paw Township could have a committee that is authorized by the act to protect local wetlands. A relatively long discussion took place on the concept of a Lake Board versus a special assessment district. A Lake Board would allow Eagle Lake Paw Paw Association more control over monies used to address our milfoil and water quality problems. Otherwise, a special assessment district would only authorize an assessment and the Township of Paw Paw would have authority over actions taken to address milfoil and water quality problems as specified in the special assessment. April 28, 29, and 30, Michigan lakes and Streams will hold its annual meeting. Board members showed interest in attending. The meeting continued following Mr. Winne’s talk. No Secretary’s report Water Quality and Weed Management Committee: They wanted to investigate what they heard from Mr. Winne and elsewhere or: Contact Pat Teany about a Lake in Allegan that used weevils. Contact someone at Mill Lake in Gobles who just used Sonar chemical treatment. Contact EnviroScience to get leads and build some history on biological controls since we much is already known about chemical treatments. Government Committee: No report, however, they should look into a proposal to establish a Lake Board. Again, and explained a different way, we understood that a Lake Board (if established) would authorize a budget proposed by Eagle Lake Paw Paw Association, assess property owners, and allow the association access to the collections to carry out its budget proposals. Newsletter Committee: The report was that they were glad to get the first newsletter out. They hope it inspires interest for others to join the association. Health and Safety Committee: They reported that only one complaint was logged about health and safety issues at Eagle Lake. They hope that the Spring newsletter may create more awareness to health and safety issues resulting in more complaints being logged. Meeting was adjourned.
