LONG LAKE PROPERTY OWNERS ASSOCIATION Minutes September 3, 2011 Meeting was called to order by President Ken Siems at 10:00 a.m.Roll Call Present: Ken Siems, Jack Lucas, Sandy Ouillette, Sue Stemen, John Lesich, Wes Durbin, Paula Lucas, Sue Burtrum, Sandy Hamilton, Fran Siems, Sharon Bartle, Kathy Andros, Shirley LaBrecque, and Maggie Zerbst. Absent: Dion Jordan, Rose Bargo, Toots LaPorte, Sharll Hudson, Linda Lopez, Melissa Thompson, Mimi Smith, and Jim Szafran. Copies of the secretary’s minutes from August 8, 2011 were made available and approved. The treasurer’s report was read and approved. Communications: A photo of Long Lake can be purchased from Aerial Graphics. All sizes are available at varying prices. Ken Siems has the information. The Long Lake Post Office may be closing. A meeting will be held on September 13. Information regarding where to send dues will be provided in the spring newsletter. There is a copy of an article from the Riparian regarding easement cases available. COMMITTEE: Fishing Report: Jim Ouillette reported that very few walleyes are being caught. Water Quality: Wes Durbin reported the water quality is still excellent and that the clarity is between 11 1/2 and 13 feet. On September 15 a Chlorophyll A test will be done. This is a monthly test. Milfoil Report: Ken Siems read the report regarding the August 25 survey done of the lake by EnviroScience. This will be posted on our web site. This was a very positive report stating that there is evidence that the weevils are present and doing what they are supposed to do. Jim Ouillette offered a proposal that we bring in the president from EnviroScience and set up a meeting with him and Fred Lewis and anyone from the lake who is interested. This motion was seconded and passed. Zone Directors: Kathy Andros will be replacing Mimi Smith as the head of the Zone Directors. They will be having a meeting. There was also a suggestion that information about boating around the milfoil be included in the spring letter. NEW BUSINESS: Natural Gas: Emmit Collins brought a report concerning the possibility of natural gas being available to residents of Long Lake. The report will be posted on our website. There was a meeting on August 30 with DTE and Michigan Consolidated Gas, which was very positive. We could have gas by the winter of 2013. It is half the cost of propane. There is a $300 hook-up charge, but other costs would be apportioned over a 20 year period. Combined Lake Associations Meeting: A Lake Improvement Committee was set up by Loon Lake and they held this meeting, which Jack Lucas attended along with representatives from Jose Lake, Chain Lakes, Little Long Lake, and Loon Lake. Loon Lake has already spent $52,000 for lake weed control. They are having a problem with grey, mucky algae that gets on the body and has to be washed off in order to remove it. They are considering having more spraying done for weeds. We would all have less weed growth in our lakes if we used phosphate free fertilizer or no fertilizer at all on our lawns. Buoys (Swim Area): The buoys will be stored by the dump. A meeting will be held with Fred Lewis to determine what is to be done next year. Trash Pick-up: There were sign-up sheets provided for the September 10th trash pickup. Everyone is to meet at the Long Lake Bar at 10:00, and then pizza will be provided afterwards. Floor Comments: They are thinking of taking some of the drain tile out on Campbell because it needs an open ditch, but there is some concern that the property may be private. Congratulations go to Jim Laberge who won $69.00 in the 50/50 drawing. August 6, 2011 Meeting was called to order by President Ken Siems at 10:00 a.m.Ken announced that he had Membership Forms and any non-members who wished to join could do so at the meeting. All residents are welcome to attend the LLPOA meetings, but only members may have their voices heard. COMMITTEE: Fishing Report: Jim Ouillette reported that 31,000 walleye fingerlings were put in the lake in June and that we are scheduled to receive another 26,000 in 2012. The last planting was done in 2006. There doesn’t appear to be much walleye reproduction because there are no spawning outlets on the lake. However, many bluegills and small bass have been caught this year. There was a question by Dion Jordan about planting tiger muskie in the lake but Jim reported that the DNR will not plant muskie. The DNR is looking into planting pike in the lakes. There was also a question about whether or not the Eurasian milfoil affects the fish. EnviroScience reports that they’re seeing a lot of fish, but all of the weeds do have a bearing on our ability to catch the fish! Water Quality: Wes Durbin reported the water quality is still excellent and that the clarity is between 12 and 13 feet. The test is always done in the same location so that results have meaning. There is an excellent article in the Riparian concerning road endings. A copy of this article will be available at the September 3 meeting. Milfoil Report: Ken Siems reported that an additional 32,000 weevils were planted in the lake a few weeks ago. He read a letter from EnviroScience where they stated that they felt the weevils were working. They found evidence of the weeds breaking up and bed sizes declining as well as evidence of weevil-induced plant damage. A couple of members voiced their opinion that we should put chemicals in now. Jim Laberge reported that many other lakes who had used the chemicals were looking for other ways to control the weeds. Their lake bottoms are mucky as a result of chemical use. Zebra mussels have caused the water clarity to increase and as a result weeds get more sunlight and can grow at a more rapid pace. However, the township is in control of this program and if there are complaints or discussion regarding how it is being handled, the township should be contacted. Zone Directors: There was a list of all Zone Directors available for members. It included phone numbers as well as the area for which each zone director is responsible. Membership is the best way for us to have a voice. We should all encourage our neighbors to join if they are not already members. NEW BUSINESS: LLPOA Picnic and Fishing Contest: Someone is needed to direct these events. So far no one has stepped forward, and it is assumed that there is a lack of interest. Buoys (Swim Area): Because swimmers continue to play with the buoys, they have come loose and floated away. Ken Siems has picked some up and informed both Roger H. and Fred Lewis of this since management of the swimming area buoys is the responsibility of the Plainfield Township Parks and Recreation Commission. There doesn’t seem to be too much concern on the township’s part. The intention of placing the buoys in front of the public beach was to provide a safe swimming area and to keep boats out of the area. Ken Siems and Jim Ouillette will meet with Fred Lewis. Boat Parade: There were only 6 entrants in the boat parade this year and we would like to get more residents involved, so we will put a sign-up form in our spring newsletter and send out reminders. Trash Pick-up: The weekend after Labor Day (September 10) has been scheduled for our annual road clean-up. There will be a sign-up sheet at the September meeting. All workers are invited to go to the LLB for pizza afterwards. Floor Comments: Ward Rhoads stated that as a result of continual usage of the marina using the road end at Lake Street to launch boats, they have created a hole so large that the road end cannot be used safely. Even the marina is now using the public launch. July 2, 2011 Meeting was called to order by Vice-President Jack Lucas at 10:00 a.m. Roll Call Present: Jack Lucas, Sue Stemen, John Lesich, Wes Durbin, Ken Siems, Paula Lucas, Sharon Bartle, Rose Bargo, Toots LaPorte, Sue Burtrum, Sharll Hudson, Linda Lopez, Melissa Thompson and Maggie Zerbst. COMMITTEE: Fishing Report: Walleyes for Iosco County is expected to seed the lake with walleyes and an additional $450 has been added to the donation the LLPOA will make to that organization. Water Quality: Wes Durbin reported the water quality is excellent and that the clarity is at 17 feet. The test is always done in the same location so that results have meaning. As a result of that clarity, the sun can get further into the water which causes weeds and algae to grow. Wes stated that anyone who wishes can come with him when he does his testing. Milfoil Report: Wes Durbin reported that on June 22 48,000 weevils were added to the lake and then on June 30th another 12,000 were planted. Close to 40 buoys have been put into the areas where the weevils have been planted or to mark areas to be avoided. Always drive your boat to the left (away from the buoys) in order to avoid the Eurasian milfoil. Driving through Eurasian milfoil will cause it to break off and spread to other areas. We should all attempt to stay clear of those areas as much as possible. Zone Directors: No Zone Directors report. All will be eligible for prizes. As an aside, she announced that the Hale Gazebo is now finished with the name plates up. You may call her at 257-2261 if there ae any corrections needed to the plates because of misspelling. Election of Officers: The election of new officers for the Board was held. Ken Siems was nominated and elected to the office of President. Jack Lucas and Sue Stemen have agreed to remain in their positions as Vice President and Secretary and were so nominated and elected, and Sandy Ouillette was elected Treasurer. Floor Comments: The next meeting will be Saturday, August 6, 2011 at the Long Lake Bar at 10:00 a.m. Thanks to Joe Pellens and Kitty Magnan for managing the annual LLPOA Golf Outing. Everyone had a great time. Road Ends: Sandie Rabie contacted Fred Lewis regarding the road ends. Road ends are open for access to the water and can be used to launch boats; however, these areas cannot be used for docking or picnicking. She told Fred that some areas are blocked with cement, weeds, gas cans, etc. Fred said that they do not have enough personnel to monitor all the sites, so if any encroachment is noted, please report this to him and the township will investigate it. Paula Lucas has Hale Area Association 50/50 raffle tickets for sale for $10 each. There will be a prize each week of $500 from August through October. The money will be used for new signs for the Hale area. The treasurer’s report was approved. COMMITTEE: Fishing Report: Jim Ouillette talked to Rick Penn, President of Walleyes for Iosco and to Jim Baker, Biologist. In 2011 25,000 fingerlings will be seeded into Long Lake as well as 25,000 in 2012 and 25,000 every other year after that. Long Lake is the only lake that will receive fingerlings this year. It was selected as one of the best walleye lakes in Michigan. None will be put into Tawas Bay or Lake Huron for several years, but the Tawas ponds will be reopened now that there is a way to prevent or treat the disease. There are plenty of blue gill beds and many have been caught. One person reported catching a walleye off their dock, and a lot of big bass have been caught. Water Quality: Wes Durbin reported the water clarity is at 12 feet, and a phosphorous check was done in the spring. Another will be done in the fall along with various testing that occurs all summer long. Our lake is very healthy. Milfoil Report: Jim Ouillette reported that Enviroscience will be on the lake today to do a visual inspection of the lake and to take samplings from the sites where weevils were planted last year. You can see the weeds coming towards the surface with the fish finder. 60,000 weevils will be planted on June 22 and 23rd. Buoys will be placed around the areas and boats should stay out of them. Zone Directors: Mimi Smith contacted all the Zone Directors to see whether or not they would continue. Most will, but we need some volunteers for several areas. Local realtors will be given resident packets so that when a home sells, the new residents will have information about our lake, activities, meetings, etc. NEW BUSINESS: Natural Gas: Emmit Collins has researched changing from propane to natural gas. The great thing about natural gas is that it holds its price (mainly because it is regulated by the State), whereas propane is constantly rising. Christine Cole of MichCon in Petoskey is now surveying this area along with Loon Lake and Little Long Lake. The survey will be completed by July. There are 1016 homes that could hook up to natural gas. If costs can be recovered in the next 20 years, the hook up would be done at no cost to the homeowner (except usage). This of course would depend on the number of homes that signed up for natural gas. LLPOA Picnic: We would like to have a picnic at the same time that we have the children’s fishing contest at the Plainfield Twp. Park where the DNR launch is. This would be held somewhere towards the end of July or the first of August. We are looking for people who would be willing to form a committee to get this done. 50% present were in favor. There will be more news at the July meeting. Boater’s Safety Class: According to Ralph Boudro, there will be a Boater’s Safety Class but it will not be held on a weekend; it most likely will be held on a Friday. We will have the information out ASAP by E-mail and posted on our website. Lake Associations Winter Wear Drive: There will be a collection box at every meeting as well as at various sites in Hale where winter wear for K-12 kids can be donated. This is being directed by Pat Owen of Loon Lake. Clothing will be distributed during school hours to those in need. Remember that many of the older children are adult size. Any clothing that isn’t used at the end of the winter season will be donated to Fish. Buoys (Swim and Milfoil): Fred Lewis was contacted about the Township Parks & Recreation Department taking over the placement and care of the swim buoys. He referred us to Roger Houthoofd and to date we haven’t had an answer. The budget contains an allowance for 25 additional buoys to be purchased to help mark off the areas where there is a Eurasian Milfoil concentration. More may be needed as we get information regarding the weevil planting. Election of Officers: The election of new officers for the Board will be held on July 2. Jim Ouillette will stay active with the milfoil program and anywhere else he is needed. This is the last year for the current board members. We need volunteers for all positions… or nominations. No position is all time-consuming, and it is fun to get to know our lake residents. Please contact any of the board members with a nomination or your willingness to take a turn. Floor Comments: What is the status of the proposed fishing pier on Long Lake which was voted against last year? Funding from the DNR is gone and status is unknown. Road Ends: Boat Ramp on Lake Street is being used as a commercial tune-up area. As a result, the water is very deep and a boat trailer was lost there. This is really a road end, not a boat launch. The DNR regulates anything that goes into the lake but the township is in control of all road ends. Contact the DNR if there is a problem with erosion or gas going into the water, or any other problems with the lake itself. A permit from the DNR is required to add anything to the lake. Sandy Rabie reports that people have been blocking off access from some road ends and taking over public lands. This is a township problem and Fred Lewis should be contacted. There was a question about the portable metal car ports. There is now a zoning ordinance concerning these. Call the township to find out what it is. Paula Lucas has Hale Area Association tickets for sale for $10 each. The proceeds will go for new signage for the township. There will be a raffle with a drawing beginning in mid-August and continuing every week for 10 weeks. The prize each week is $500 and the winner will be determined by the 3 digits in the Lottery drawing at noon. The 50/50 drawing was won by Sandy Rabie and amounted to $39.50 Loons: 3 pairs of loons have been reported on the lake. One pair has a nest in a precarious place. There will be no platform put out this year. Shirley LaBrecque our Loon Ranger will look into this matter as a nest was lost last year. COMMITTEE: Fishing Contest: Sharll Hudson reported that Steve of Hilltop Marina would like to participate in the fishing contest next year. This year’s contest went well and everyone had a good time. Sharll also reported that the Plainfield Township Gazebo would be dedicated on Saturday, September 11 at 2:00 p.m. and everyone was invited to attend. Fishing Report: Jim Szafran reported that there weren’t many boats seen out fishing and that no fish of consequence had been reported. Lots of bluegills have been caught, but no walleye have been reported. Water Quality: Wes Durbin reported the water clarity is down to 11 feet, but we still have great quality. Zone Directors: Mimi Smith reported that next year the annual newsletter will be sent to ALL property owners, along with the request for membership, and a self-addressed envelope so that dues could easily be sent in to the LLPOA. NEW BUSINESS: Road Cleanup: On Saturday, September 11 at 10:00 a.m. everyone who signed up to help with road cleanup is asked to meet at the LLB. There they will be provided with collection bags, water, and an orange vest. Afterward pizza and soft drinks will be provided at the LLB as a thank you for their help. Buoys (Swim and Milfoil): The buoys will be picked up at the end of September or first of October. The township will help with pickup and provide storage. Additional buoys will be purchased next year to help mark off the areas where there is a Eurasian Milfoil concentration. Loon Platforms: Loon babies were lost this year because of the water level. A platform was seen on Loon Lake and our Loon Patrol will be contacting them to see if we can erect the same sort of thing on our lake next year. Eurasian Milfoil: Tom Alwin, an Aquatic Biologist from EnviroScience spoke about the results of his survey of the lake on August 27. He stated that good progress was being made, particularly in the first and second stocking sites. There was damage observed in all five beds, and overall the weevils are doing their job. The Eurasian Milfoil is a perennial and is not affected by freezing or winter weather. Fred Lewis, Plainfield Township Supervisor, was also here to answer questions. A question was asked about control of the launch currently used by the Long Lake Marina and it was stated that once the boats were in the water, the situation is handled by the marine patrol and the Sheriff’s office should be contacted for any problems. Fred also stated that the drainage pipe on Campbell can’t be put into the ground. This is a problem that has been going on for a long time and if you wish to, you can go and see Fred about the issue. Communications: None Committee: Fishing Report: Jim Szafran contacted the DNR regarding walleye or other fish planting. None has been done to date because of the continuing VHS problem. Long Lake is high on the priority list as soon as planting can continue; this is usually about the 3rd week in June. He also contacted Brian Leffler of Walleyes for Iosco who told him that some lakes were being restocked until it was found that Bay City ponds had a problem, then restocking was stopped until this is cleaned up. There is a good chance that fish will be planted next year. If the walleyes are currently reproducing on their own, there should be small ones being caught, but this hasn’t been reported by anyone. MSU Extension will hold a meeting in Tawas in the late fall. Jim will attend this. Water Quality: Wes Durbin reported the water clarity is down to 12-14 feet. Samples are always taken from the 60-foot deep basin in the lake. Eurasian Milfoil: Tom Alwin of EnviroScience plans to be at the September 4th meeting and should be able to report on the status of the problem at that time. Fred Lewis is also expected to be at that meeting. EnviroScience will be doing a survey of the lake on August 23. The Board has agreed that because of how late in the season it is, no more buoys will be added or replaced this year. Next year the situation with the buoys will be revisited to see if more are needed. The weevils appear to be doing a good job; there are holes developing in the centers of some of the bad areas which indicates that the weevils are in the stems eating, and the stems are dropping down. It will take at least another year before improvement will be seen. There were questions regarding the use of chemicals as well as complaints about fish biting, and weeds growing in some areas where the weevils haven’t been planted. It was reported that there is a weighted mat that can be purchased for use in the lake to prevent weed growth. You put it down, and then move it every 3 weeks. It prevents light and oxygen from reaching the plants underneath it, and they die. Zone Directors: Mimi Smith thanked the Board members for all their hard work. The new member drive did well, but membership is still down from prior years. It has been decided that the best way to get membership renewed or to add new members is to go talk to your neighbors. It was also suggested that we go back to mailing out the reminder and newsletter in the early spring. New Business: Road Pick-up: Last year’s cleanup was a big success so we will again go around the lake picking up paper and bottles. This will probably be the weekend after the Labor Day meeting. Everyone will meet at 60 Lakes and be provided with bags and bottled water. There was a sign-up sheet at the meeting, and there will be one again at the next meeting. LLPOA Picnic – A question has been raised regarding what do the members get in return for their dues. The Board will be presenting a new budget for the September meeting that will show where the money goes, but sometimes (as this year and several past years) budgeted items don’t get spent: i.e. money for the boat parade, and money for fish seeding. The Board is wondering if everyone would like to have an LLPOA picnic at the park by the boat launch on a designated weekend each year. Bring your kids and grandkids, and we would provide hotdogs, baked beans, potato salad, etc. An e-mail will be sent out so that we can get your feedback and see how many people would be interested. We will also be looking for volunteers to help put this together. Buoys - The buoys in the swim area keep disappearing or coming loose. Jim spoke with Fred Lewis about Parks and Recreation taking these over since they are in charge of the DNR site. The response was uncertain. We need a place for storage of the buoys as well as help in removing them sometime towards the end of September. (This includes the buoys around the weevil planted areas.) It was also suggested that perhaps a sign should be put up that cautions boats to stay out of area where buoys are. It was reported to Officer Bryan Roberts, Director of Recreational Waters, that the launch at the end of Lake St. is being used by the marina quite frequently, which is causing holes in the area. The Sheriff’s Department can’t do anything about this, but the township will send a zoning director out to talk to the marina and ask them to repair any damage. It was also reported that there are serious violations on our lake regarding children 6 and under being on boats without a life preserver. 15 boats have been found to be violating this law. In the future tickets will be issued. Township Meeting: Jim Ouillette will be meeting with Fred Lewis on a monthly basis about issues that we face on the lake. Some of the topics include: the launch site near the marina, the drain tile on Campbell, the spillway that determines lake levels, the gravel pile at the DNR launch site, trash removal that isn’t taking place at the DNR site, and kids partying at the DNR launch site. Comments: Jim LaBerge commented regarding buoys in the swim area. The lake went 60 years without buoys, and now that we have them, they are nothing but a lot of work. Why bother when they don’t seem to keep either the boats out or the swimmers in. They were put there after an accident several years ago when someone attempted to swim across the lake and back and didn’t make it, but they don’t prevent an accident from happening again. The NO WAKE ZONE is 100 feet out. Boats not producing a wake can come as close to shore as they wish since it’s public property. The 50-50 drawing of $25.00 was won by Wes Durbin. Communications: None Committee: Boat Parade: The parade was cancelled due to the problems with boating through the milfoil. Fishing Derby Contest: Reminder – the contest will take place on July 24 from 8-11:00 and is open to all children up to 16 years old. There are two divisions: one for children 12 and under, and another for those who are 13-16 years old. The longest 3 fish win, but everyone gets a prize. Meet at the DNR launch. Fish Report: Jim Szafran was absent so there was no report but it appears blue gill fishing is good this year. Water Quality: Wes Durbin reported that the clarity is excellent and the water quality is good. He has tested twice for phosphorous, and 5 times for chlorophyll. Eurasian Milfoil: EnviroScience has planted all the weevils. There were 100,000 planted in 5 locations. There are lots of signs that they are doing their damage to the plants, but we will need patience to get through this. It takes time before a reverse takes place; usually about 2-3 years, but they have been used successfully on other local lakes. Flyers were passed out and placed at the DNR launch to educate anyone going out onto the lake. Dan Lautermilch said that he learned we should leave any weeds that we take out of the lake on the dock or shore for 2 to 3 days. This gives the adult weevils time to go back on the lake and get on the living Eurasian milfoil, and create more eggs so the cycle continues. Adult weevils have been found in areas where we didn't plant them this year, so we know that they are moving around. As they multiply and eat, they will move to new areas. Annual Golf Outing: Sandy Ouillette reported that there were 50 golfers. Everyone had a great time. Zone Directors: If your neighbors are not members, please encourage them to join. If you know of any new people on the lake, please call Mimi at 257-2454. New Business: Goose Roundup – Jack Lucas reported that 10 people on 5 pontoon boats met at 6 am to gather geese. They found one group of 18 geese, then went around the lake again, but found no more. Thanks to all those brave gentlemen who participated at that early hour! A motion was put forth to target the $250 budgeted for the Hale Garden Club for the Hale Gazebo. This was seconded and passed. Rose Bargo stated that a commemorative plate can still be purchased to help pay for the gazebo. Forms and payments can be made to Roma Bassi at the township hall or to Rose Bargo, Sharll Hudson, or any Hale Garden Club member. Boat Safety – We have been unable to get an instructor to come to the lake to present the class on boating safety. However, you can take the course on line and then go to the Sheriff's Department (if you are 14 years old or older) to complete the test. Fish Stocking – The lake will not be stocked this year. Because of the milfoil problem, we did not pursue stocking of any species. There was a reminder that on March 5, 2011 there will be a cruise to the Eastern Caribbean; many Long Lake residents will be going and all are invited. Contact Pat Lesich if you are interested. It was suggested that we consider loon nesting boards for next year. Several lakes have had success with them and they protect the nests. The 50-50 drawing of $93.00 was won by Tom Warner. Communications: We received a thank you letter from the Hale Garden Club, and a letter from Haywood & Associates, Attorneys, asking if there was an interest in a presentation on docks and seawalls. Committee: Boat Parade: Sharll Hudson reported that the boat parade will be held on July 3 at 2:00 p.m. Sharll will begin registration at the Long Lake Bar at 9:30 am that morning. There will be prizes for all who complete the circuit and finish the parade. A bigger response is needed in order to have the night parade; please call Sharll if you are interested (257-2261). A small generator is required to get you all the way around the lake. It costs about $99. The parade would start at about 10:00 p.m. Fishing Derby Contest: This is for the young people and will be held from 8:00-11:00 a.m. on July 24. There are 2 divisions: under 12, and 13-16. An award will be given for the 3 longest fish. Everyone wins a prize! Meet at the DNR boat launch. Fish Report: Jim Szafran was absent so there was no report, but Jim Ouillette reported that he has seen more bluegills and bass this year. Water Quality: Wes and Janet Durbin attended the Lakes and Streams Conference on April 30-May 1. There were many Eurasian Milfoil success stories. A phosphorous check and a chlorophyll check were done; no problems. Clarity is between 14-16 feet, depending on the area. Eurasian Milfoil: Jim Ouillette gave an update on the problem. We are beginning a new stage of weevil planting. There was a meeting and vote in April at the Plainfield Township Hall as well as a newsletter that contained the update. More weevils will be planted in the lake, which of course, will cost more money. $172,403.86 will be spent over the next four years. The first planting will take place in June and Nancy Cushing, a biologist for EnviroScience will be here to do a study today to determine the best placement for the first 90,000. There are a lot of areas that show the presence of the Eurasian Milfoil and there is an article in the Michigan Riparian Magazine “Biological Control of Eurasian Milfoil”. There will be larger buoys marking the areas this year and all boaters are asked to stay away from those areas so the weevils can do their work. Boat Safety Course: Jim LaBrecque reported that in the past the local sheriff had directed the class. He is now the undersheriff and cannot conduct the class on Saturdays. It could possibly be done on a Thursday or Friday. The DNR offers an on-line boater safety class for people 16 and over, but the person taking it has to go to the local sheriff’s office in order to have the test proctored. We would like to have someone on the lake get certified and become an instructor. If you are interested, please contact Lt. Craig Gray of the DNR in Roscommon. Annual Golf Outing: The outing will be held on July 2 at Wicker Hills. Sandy Ouillette and Joe Pellens will be chairing this event. It is a scramble. Call either one of them to sign up. Zone Directors: Mimi Smith stated after all membership information has been gathered, there will be a meeting of the zone directors to discuss how best to encourage new membership, If you know of any new people on the lake, please call Mimi at 257-2454. New Business: Youth Handicap Fishing Pier at the DNR Site – Parks and Recreation is considering making a proposal for a grant that would pay for a high pier; this pier would have no way to tie up a boat and access the pier. No one present was in favor of this. Long Lake Dam – Joe Pellens reported that there was a tax bill on our Winter taxes regarding the dam. There is an established lake level that his dam controls and the Drain Commissioner must inspect the dam every 3 years. In order to do this, he must get permission to go on the property as it is now privately owned. One owner has refused to let anyone go through his property, so the fees are to be used to pay legal costs to get the courts to provide an easement so that the dam can be inspected on a regular basis. Flag Placement – New flags were put up by Butch Magnan. These were donated by the VFW, American Legion, and Vietnam Veterans. Bob Cudney worked to see this happen. A letter of thanks was sent to all the organizations. Any damaged flags will be replaced. Goose Round-up: A permit is required in order to remove geese from a lake. We applied for the permit and the cost was $200. Goosebusters will remove the geese at a cost of $300 for 25 geese, and $500 for 50 geese. Destroying the nests or putting oil on the eggs is not permitted in Iosco County. The vote was unanimous to have the geese removed. The township has authorized the removal and Jack Lucas needs volunteers to help herd the geese with their pontoons. This will occur somewhere between June 14 and June 30 when they are molting and cannot fly. Meeting Place: Long Lake Bar has kindly offered their facilities for our meetings; we can also have them at the Plainfield Township Hall. It was motioned by Sandy Hamilton that the meetings continue at the Long Lake Bar and was passed by a majority. Buoys - Buoys at the swim area disappear and float away. We are working on a better anchor, but need ideas and help. See Jack Lucas or Jim LaBrecque. Some younger people are needed to put them in. Miscellaneous: Pat Lesich reported that there will be a cruise again next year on March 5 on Royal Caribbean. If you book before the end of June there are really good deals, particularly for past customers. Gary Stemen asked if there is an item in the budget to pay the Hale Area veterans for fireworks. The check has already gone out. It was reported that there are 2 loon families and 3 babies have been seen. And the eagle is up there flying around. The 50-50 drawing of $58.00 was won by Tina Matus. The treasurer’s report was given by Sheryl Szafran and approved. Communications: Walleyes for Iosco still has ponds closed as a result of the walleye disease. We will turn this over to Jim Szafran to pursue having some put in Long Lake. The DNR has placed walleyes in some lakes; we don’t know why none have been put in Long Lake. E-mail: Received from Neal Petrucci (lives on Franklin Road near the sand bar) complaining about the unruly noisy atmosphere created by the congregation of pontoons on that point and wants to know whether or not buoys or signs could be used. Buoys are not permitted; however, he could erect a No Trespassing sign on his property and should contact the Sheriff’s patrol with any problems as that is handled by their department. Committee: Fishing Report: Jim Szafran was absent but EnviroScience reported seeing a 36” pike during their visit. There were a lot of blue gills also. Water Quality: Wes Durbin reported the water clarity was between 15 and 16 ft., sometimes reaching 18 feet. E-coli checks were at about 6 mcg which is very low and indicates that there is not a problem. The health department allows 130/100 mcg before they consider it a problem area. We should continue to check to make sure there is no escalation. Eurasian Milfoil: There was an e-mail to follow up the August 10 survey done by EnviroScience. West Durbin, Jim LaBrecque, Jack Lucas and Jim Ouillette were all present for this meeting. The report from the survey results will not be available until October or November. The EnviroScience personnel were shown the growing milfoil. They stated that there was ample evidence that the weevils are active and improvement was seen where the weevils were planted. They do like the lake and there is confidence that the weevils will get the upper hand; however, we may wish to consider doubling or tripling the numbers to be planted next year dependent on what the report says. Jim Ouillette spoke with Fred Lewis. The weed growth seems to be stopped for now because of the weather. If more weevils are needed, we will need to go through the same process again this winter. Once the survey and recommendations are received, we could go up to $96 per parcel to increase the numbers. It is stressed that patience is needed. It usually gets worse before it gets better. A thank you was given to Jim LaBrecque for starting all the milfoil control process. It was also stated that there are a lot of weeds floating around in the lake and we should avoid those areas since driving through them will cause them to cut off and drift into other areas where more growth will occur. If it is decided that additional weevils are needed, the township will handle the notices for the meeting to take place for discussion. The township would then act based on input from the lake property owners. Dan Lautermilch stated that he has been coming to Long Lake for 64 years and these are the worst weeds he has ever seen. If it costs $100 to get rid of them, he is in favor. Craig Laketa stated that the current water clarity is adding to the weed growth. Jim LaBerge stated that the EnviroScience report would be e-mailed and on the website once it becomes available. Charlotte Worth motioned for an aggressive approach to the milfoil and weevil planting, which was seconded by Dan Lautermilch and agreed upon by all present. Zone Directors: Mimi Smith stated that all Zone Directors are in place and that there are welcome packets for new homeowners. New Business: Gazebo for Hale – Sharll Hudson spoke with regard to the gazebo that the Hale Garden Club wants to see erected in Hale on the corner of 65 and Esmond. Joe’s Gazebos in Pinconning and Omer would build it for Hale out of seasoned wood for about $14,000. Boards can be purchased for $25 each in support of this. 60 Lakes Electric has volunteered to put in the electric. Lake Cleanup – A sign-up sheet was passed around for volunteers to pick up debris from around the lake. They would all meet at 10:00 a.m. by the 60 Lakes Club where they would get trash bags and safety vests. The township has agreed to keep the dump open so that the debris can be disposed of. Buoys - Craig Laketa asked what has happened to the buoys around the swim area. There are only 1 of the 5 still there. They keep coming out and have not been replaced because of the lateness of the season. No Wake Zone – Gary Stemen provided information from the DNR regarding the process involved to create a no wake zone. 1. A need for controlling a navigable waterway for safety issues has to be proven. 2. The Township board has to initiate the process with the DNR and prove the allegations as to the necessity. The DNR has complete control over the issue. 3. A majority of the owners living on the waterway must agree. 60 Lakes Club: The club has had a membership drop and may disband. Jim Delanois is looking at the 60 Lakes Recreation building and the club has agreed to hold off on disbandment until they look into purchasing another building or determine whether or not fixing this one is feasible. If they disband, all money that has been collected must be distributed to charities. Jim Ouillette told him that the LLPOA could possibly help with membership (some of our members might join the 60 Lakes Club). Their membership is down to about 41 members with 19 to 20 active members. It is one of the oldest associations around. The 60 Lakes Club is a social club that was started to bring streetlights to Long Lake. Jim Laberge’s parents began the club. We can continue to use the club for the time being. Plainfield Township Police Force – Fred Lewis is looking at starting a Plainfield Township Police Force. This has not even been presented to the Plainfield Township Board. What he wants to propose is that all residents get billed a flat rate for police patrol for a year. It would cost the same as the dump does. Everyone was in favor of this. The 50-50 drawing of $65.50 was won by Sharon Bartle. People new to the meeting were introduced: Kathy Jack, Jim McCloud, Donna Friar, and Mick Selgate stood up. Jim Ouillette will meet with them.Fish - Wayne Magnan reported that his neighbors were catching walleye and bass, and there has been a lot of success with bluegill.Boat Parade: - The boat parade was a big success again this year. The night parade had a problem with keeping lights on, so much of the lake missed it. It was suggested that a $99 generator be purchased for use with the boat lights.Results of the daytime parade: 1 st Place – Brinkerhoff for Stimulus Pig2 nd Place – Rabis for the Pirate Ship3 rd Place – Fochls for Rubber DuckyFishing Derby: - Six of the children 12 and under turned in fish. Collin Mullint had 36" of fish and won for that group. In the 13-16 age group, Chris Allen (14) won with 44 ½" of fish.New Business: - There will be a lake road cleanup sometime after the Labor Day weekend. Volunteers are needed to pick up the trash. The township has agreed to make the dump available. Further information and sign-up will occur at the September meeting.Water Quality: Wes Durbin reported the water clarity was between 15 and 16 ft. E-coli checks were done last week and the information is being compiled along with a map showing where the tests were done. A lot of results are positive, but this may be due to duck and geese droppings. Ben Lawrence stated that geese do contribute to this, but our main concern should be whether or not there is escalation in the level of e-coli. Sharon Bartle asked what should be done if there is a problem. Jack Lucas stated that Public Health was responsible if there is a problem and it should be reported to them. West Durbin stated that he and Janet had attended one seminar. The samples were taken from shallow areas (2-4 ft. in 20 locations) and they need to compile the results and will have a report for the next meeting.New Business: No-Wake Zone - Jim Ouillette and Jack Lucas will investigate a no-wake zone for the canal area starting with a talk with Fred Lewis to see what is involved.Flag Replacement – The flags are ripped, faded, and in need of replacement. We will pursue their replacement after the old ones have been taken down.LLPOA Signs : - Website Addresses have been added to the LLPOA signs thanks to Sandy Ouillette. However, they are in need of a sealer coat which should be done this fall.60 Lakes Building : - The 60-Lakes Association wants to build a new club house. The foundation of the current building needs to be built up and they can’t use the same foundation. It would cost $14,000 to move the building to the Fair Grounds. The LLPOA and 60 Lakes Assoc. will work together to brainstorm how 60 Lakes can survive and whether or not we can be of help to them. Jim Ouillette, Mike Allen and Gary Stemen will be on the committee. Gary Stemen (Curator or the new Plainfield Township Historic Society) stated that this building is a historical building and it would take $8,000 just to stabilize it. The entire building needs updated but because of its historical value, there may be grants available. There were questions regarding the number of geese on the lake. There are approximately 50 to 60 geese on the lake at this time instead of the 28 reported. The treasurer’s report was given and approved. The budget was presented for the 2009-2010 year. Two line items were added, fishing derby ($150) and Hale Garden Club ($250). The name signs line item was deleted. MI Lakes and Stream is now $50.00. Budget voted on and approved. Committee Reports: Fish - Nothing new to report. A question regarding the planting of walleye was asked and Jim LaBrecque stated that no walleyes have been added in the lake because of the VHS fish disease.
Water Quality: Wes Durbin reported the water clarity was between 15 and 18 ft. Bruce Bonnell stated that when they first starting testing the lake in 1965 the clarity was 8 to 9 ft. Jim LaBrecque reported that 24,000 weevils were planted in the lake in June. Orange buoys were placed in the areas planted and everyone is to stay clear of these buoys when boating on the lake. Enviro Science will be back in August to survey how the weevils are doing and to check if the have moved further out. They will be back next year to plant more weevils. Everyone was told to be patient and that the process of eliminating the milfoil takes up to 4 years. There is information available on the weevils on our web site. Jim LaBrecque was commended for his work with Plainfield Twp in getting the milfoil eradication project underway. Janet Durbin will be doing e-coli testing after the July 4th weekend.
New Business: Swim Buoys – The swim buoys had to be augered deeper in the lake since they were breaking lose and floating away. Jim LaBrecque and helpers took care of this last week. However, this weekend they were pulled away and floating again. The buoys were probably pulled out by the after hours partiers at the park. The State Police have been notified of the problem and will patrol the park when they are in the area. New beach sand has been added at the public beach area.
Boat Parade – To be held today at 2:00 PM. There will also be an evening parade with lighted boats and pontoons to start at dusk.
Fishing Derby - To be held July 11th.at 8 AM to 11 AM. Prizes will be awarded at 11:00 AM at the park boat launch. Two divisions – Kids 12 and under, and 13 to 16. Prizes for the combined longest length of 3 legal fish. Everyone will get a gift for participating.

Jim stated we need DNR approval and it would have to go to the TWP to be voted on. Also, discussion on buoys to mark the loon’s nest. It was felt this might just attract more attention to them. The treasurer’s report was given and approved. Committee Reports: Fish - Jim Szafran reported that there has been relatively good fishing. He had been catching a few. He felt the cold weather had slowed things down. Discussion regarding the walleyes in the lake and it was stated their count seems to going down. Long Lake is scheduled to have walleyes planted this year. Water Quality: Wes Durbin reported the water clarity was between 15 and 18 ft. Jim stated that Enviro Science will be planting the weevils in the lake around June 15 and that there will be small buoys where they are planted. Wes stated that when he was at the Lakes and Streams conference he talked with other lake owners who had good luck with the weevils and that we had to be patient. New Business: Swim Buoys – Were put in the over the Memorial Day weekend. Nominating Committee – Jim asked for volunteers to nominate officers for the coming year. Also discussed the night parade and asked for anyone interested in lighting up their boats or pontoons to meet down by the bar on July 4th at dusk. Also suggested everyone decorate their docks or seawalls that weekend. Sewers – Fred Lewis, Plainfield TWP Supervisor spoke on looking at the possibility of putting sewers around Loon, Long and Little Long lakes. He had been asked by a few people to see if there was enough interest to proceed with a preliminary study. Fred said he is not trying to push for the sewers but that it was what some owners wanted. He felt the study would cost somewhere around $10,000 and the cost would be shared by all three lake's owners. There were a lot of questions asked; namely, total cost of project – not known at this time since there are different types of systems, pressure, suction, gravity, etc. Fred felt the homeowner's property value would go up after the sewers were installed. Questioned whether the taxable value would also go up and he wasn’t sure, but it probably would. There would be an initial cost probably spread over 20-25 years, an installation fee (approx. $5,000) and a monthly fee (currently $38.50/quarter in Hale). There would be public hearings to determine who would pay and the cost. A raise of hands indicated about 50% wanted more information before going ahead. Fred is going to meet with representatives from Loon and Little Long Lakes to find out their interest in the sewers. Lake Roads Cleanup – It has been suggested we have an annual road cleanup around the lake. It would probably be done by zones in August. Goose Round Up – We have approximately 28 geese on the lake this year. DNR feels this amount does not warrant rounding them up. CommentsRachel and Jill from the Loon Lake Resort were in attendance and asked to talk about their facilities. They are located on Loon Lake and the facilities are open to the public. She passed out information and prices for various cabins. They are having an open house on July 17th and if anyone wanted to stop by at any time they would take you around. We still need someone to put up and take down the flags on Long Lake Rd. Jim LaBrecque stated a few members of the LLPOA worked at the Long Lake beach area on May 31 and dug up a few beds for planting. The Hale Garden Club donated plants and did the planting. Sue Stemens is in charge of the LLPOA e-mail list and asked that everyone get their e-mail addresses in to her. She suggested setting up a Hotmail or Yahoo address so it wouldn’t change every season. It has been suggested we have a lakeside beautification contest. No action taken. Boater safety class was held on May 30th. Only 6 people attended. Will look at having it later in the season next year. LLPOA Golf Outing will be held on July 3rd. Sandy Ouillette (257-4394) and Joe Pellens (257-3263) are handling it. Please contact either of them if you would like to play. Roger Houthoofd stated the Crossroads Homeowners Assn. is opening up for new members. They work to get the best propane prices around. Sign up at the Hale Senior Center. Meeting to be held on June 25th. They have 4 vendors quoting propane this year. 60 Lakes Club is now having bingo on Friday afternoons at 4:30 – It is a non-smoking facility, 50-50 drawing of $50.00 was won by Sue Rosin.
